Book excerpt: This book attempts to look into the genesis of security culture as a concept which emerged with the recognition of the role of the human factor in the context of security. It traces the rapid evolution of security culture into a multi-functional discipline reinforced by supplementary tools such as assessment and enhancement methodologies, reviews practical steps to harmonize nuclear safety and security culture as well as recommends its practical application to address insider threats and their consequences. In addition, it demonstrates how to tailor the generic model of nuclear security culture to meet specific needs of diverse facilities and activities in different countries. Finally, the book discusses several challenges which need to be addressed to make security culture a user-friendly, universal, and sustainable instrument to turn the perception of the human factor as a liability into an asset of nuclear security.

Book excerpt: Failure to build a new fleet of nuclear power stations in the UK could make it much more expensive to meet our climate change targets and Ministers must urgently develop a back-up energy strategy. The nuclear industry has outlined plans that would deliver 16GW new nuclear power stations by 2025. Although the Government and industry have learnt some important lessons from this process, there are still a number of obstacles which could delay new build projects in the UK. The Committee supports the Government's use of "Contracts for Difference" (CfDs) to help make new nuclear power stations easier to finance, but are concerned at the lack of transparency around the price negotiations. The new contracts must provide value for money for consumers and should not be offered at a price that is higher than other low-carbon sources of energy, such as offshore wind, which is hoped to be around £100/MWh by 2020. Public attitudes have an important role to play in projects to build new nuclear power stations. The Committee is concerned that local communities might not be able to take part in planning consultations on an equal footing with the project developers. The report recommends that the Government should consider providing more support to local community groups so that they can engage better with the planning process. The Government has plans to allow local authorities hosting renewable energy projects to retain business rates. The report argues that this scheme should be extended to new nuclear projects too.

Book excerpt: The potential development of any nuclear power programme should include a rigorous justification process reviewing the substantial regulatory, economic and technical information necessary for implementation, given the long term commitments involved in any new nuclear power project. Infrastructure and methodologies for the justification of nuclear power programmes reviews the fundamental issues and approaches to nuclear power justification in countries considering nuclear new build or redevelopment.Part one covers the infrastructure requirements for any new nuclear power programme, with chapters detailing the role and responsibilities of government, regulatory bodies and nuclear operator and the need for human resources and technical capability at the national level. Part two focuses on issues relevant to the justification process, including nuclear safety, radiation protection and emergency planning. Current designs and advanced reactors and radioactive waste management are also considered, along with the economic, social and environmental impacts of nuclear power development. Part three reviews the development of nuclear power programme, from nuclear power plant site selection and licensing, through construction and operation, and on to decommissioning. Finally, a series of valuable appendices detail the UK experience of justification, nuclear safety culture and training, and the multinational design evaluation programme (MDEP).With its distinguished editor and expert team of contributors, Infrastructure and methodologies for the justification of nuclear power programmes is an essential reference for international and national stakeholders in this field, particularly governmental, non-governmental and regulatory bodies, nuclear power operators and consultants. Offers a comprehensive analysis of the infrastructure and methodologies required to justify the creation of nuclear power programmes in any country Provides coverage of the main issues and potential benefit linked to nuclear power Reviews the implementation of a nuclear power programme with particular reference to the requirements and methods involved in construction

Available in PDF, EPUB and Kindle. Book excerpt: The book considers the implications of the nuclear energy revival for global governance in the areas of safety, security and non-proliferation. Increased global warming, the energy demands of China, India and other emerging economic powerhouses and the problems facing traditional and alternative energy sources have lead many to suggest that there will soon be a nuclear energy ‘renaissance’. This book examines comprehensively the drivers of and constraints on the revival, its nature and scope and the possibility that nuclear power will spread significantly beyond the countries which currently rely on it. Of special interest are developing countries which aspire to have nuclear energy and which currently lack the infrastructure, experience and regulatory structures to successfully manage such a major industrial enterprise. Of even greater interest are countries that may see in a nuclear energy program a ‘hedging’ strategy for a future nuclear weapons option. Following on from this assessment, the author examines the likely impact of various revival scenarios on the current global governance of nuclear energy, notably the treaties, international organizations, arrangements and practices designed to ensure that nuclear power is safe, secure and does not contribute to the proliferation of nuclear weapons. The book concludes with recommendations to the international community on how to strengthen global governance in order to manage the nuclear energy revival prudently. This book will be of much interest to students of energy security, global governance, security studies and IR in general.

Book excerpt: This book scrutinizes the last 15 years of exceptional growth in the Turkish economy, and presents a model for sustainable ongoing growth that has particular implications for other key emerging economies. The growth of the Turkish economy in the 2000’s was based on two integrated fundamental factors: fixing deteriorating dynamics and implementing further reforms to stimulate economic activity. This basic formula led to pleasing rates of economic growth, fuelled particularly by domestic private investments along with revived consumption and exports. Driven by political stability established by single party governments in the post-2002 period, an improved economic outlook helped Turkey enjoy record levels of foreign investment, adding momentum to its growth story. The Turkish experience in the post-crisis period implies that in order to achieve a fast and - more importantly - sustainable onward growth, the economy needs a new generation of structural reforms that simultaneously heal fragility and vitalize economic activity. The papers in this book offer professional assessments and assistance - especially for policymakers, and present a new direction upon which the Turkish economy - and emerging markets - can progress successfully for a further 15 years.

Available in PDF, EPUB and Kindle. Book excerpt: The OECD Nuclear Energy Agency (NEA) first published in 2000 Nuclear Education and Training: Cause for Concern?, which highlighted significant issues in the availability of human resources for the nuclear industry. Ten years on, Nuclear Education and Training: From Concern to Capability considers what has changed in that time and finds that, while some countries have taken positive actions, in a number of others human resources could soon be facing serious challenges in coping with existing and potential new nuclear facilities. This is exacerbated by the increasing rate of retirement as the workforce ages. This report provides a qualitative characterisation of human resource needs and appraises instruments and programmes in nuclear education and training initiated by various stakeholders in different countries. In this context, it also examines the current and future uses of nuclear research facilities for education and training purposes. Regarding the nuclear training component of workforce competence, it outlines a job taxonomy which could be a basis for addressing the needs of workers across this sector. It presents the taxonomy as a way of enhancing mutual recognition and increasing consistency of education and training for both developed and developing countries.
