Key NCCS platforms include fixed locations such as the National Military Command Center (NMCC), the U.S. Strategic Command (USSTRATCOM) Global Operations Center (GOC), and Site-R, and mobile platforms such as the E-4B National Airborne Operations Center (NAOC), the E-6B Airborne Command Post (ABNCP), and the Mobile Consolidated Command Center (MCCC). The NCCS must support situation monitoring, tactical warning and attack assessment of missile launches, senior leader decision making, dissemination of Presidential force-direction orders, and management of geographically dispersed forces. The Department of Defense's (DOD's) 2001 NPR proposed a "new triad" of offensive nuclear and conventional forces, passive and active defenses, and a robust infrastructure, tied together by the command, control, computers, communication, intelligence, surveillance, reconnaissance, and planning architecture to confront the new, allegedly unpredictable post-Cold War environment. Adapting to non-nuclear responses and active defenses poses additional challenges for the current NCCS. Some might question the continued relevancy of the legacy Cold War NCCS architecture. It was designed against a "decapitation" threat from the Soviet Union. This threat might not still exist. However, some believe China is investing in a nuclear capability to compete with the United States. Iran and North Korea might be developing nuclear capabilities that, if not used to strike directly at the United States or U.S. forces, might be used to generate an electromagnetic pulse (EMP) that could wreck U.S. infrastructure. In addition to confronting these potential catastrophic threats, the NCCS could direct conventional military operations, aid continuity of government in crises, and support civil authorities during natural disasters or emergencies. The Defense Department has proposed several modernization and procurement initiatives in its 2007 budget. The DOD budget requests upgrades for the Minimum Essential Emergency Communications Network (MEECN) links to the intercontinental ballistic missiles (ICBMs), bombers, and tanker forces. It incorporates a redesign and consolidation of the NMCC, as part of ongoing Pentagon renovation efforts. It proposes several communications and aircraft upgrades to the E-4B NAOC and the E-6B ABNCP. It seeks funding for a sweeping upgrade to its satellite communications capability through the Advanced Extremely High Frequency (AEHF) program and its follow-on, the Transformational Communications Satellite (TSAT) program. This report will be updated as needed.

Our nation faces the distinct possibility of a catastrophic terrorist attack using an improvised nuclear device (IND), according to international and U.S. intelligence. Detonation of an IND in a major U.S. city would result in tens of thousands to hundreds of thousands of victims and would overwhelm public health, emergency response, and health care systems, not to mention creating unprecedented social and economic challenges. While preparing for an IND may seem futile at first glance, thousands of lives can be saved by informed planning and decision making prior to and following an attack. In 2009, the Institute of Medicine published the proceedings of a workshop assessing the health and medical preparedness for responding to an IND detonation. Since that time, multiple federal and other publications have added layers of detail to this conceptual framework, resulting in a significant body of literature and guidance. However, there has been only limited planning effort at the local level as much of the federal guidance has not been translated into action for states, cities and counties. According to an informal survey of community preparedness by the National Association of City and County Health Officials (NACCHO), planning for a radiation incident ranked lowest in priority among other hazards by 2,800 local health departments. The focus of Nationwide Response Issues After an Improvised Nuclear Device Attack: Medical and Public Health Considerations for Neighboring Jurisdictions: Workshop Summary is on key response requirements faced by public health and health care systems in response to an IND detonation, especially those planning needs of outlying state and local jurisdictions from the detonation site. The specific meeting objectives were as follows:- Understand the differences between types of radiation incidents and implications of an IND attack on outlying communities.-Highlight current planning efforts at the federal, state, and local level as well as challenges to the implementation of operational plans.-Examine gaps in planning efforts and possible challenges and solutions.-Identify considerations for public health reception centers: how public health and health care interface with functions and staffing and how radiological assessments and triage be handled.-Discuss the possibilities and benefits of integration of disaster transport systems.-Explore roles of regional health care coalitions in coordination of health care response.

U.S. military and political leaders have thus emphasized acquiring more powerful and accurate weaponry and providing better protection for it, while defense analysts have focused on assessing the relative strength and survivability of U.S. and Soviet forces. In the process neither has given sufficient attention to the vulnerability of the U.S. command, control, and communications system that would coordinate warning of an attack in progress and the response to it. In this study Bruce G. Blair examines accepted assumptions about mutual deterrence, force strength, and survivability, and concludes that the vulnerability of command, control, and communications not only precludes an effective retaliatory strike but also invites a preemptive Soviet first strike. The United States first developed these three types of nuclear delivery vehicles, in large part, because each of the military services wanted to play a role in the U.S. nuclear arsenal. However, during the 1960s and 1970s, analysts developed a more reasoned rationale for the nuclear "triad." They argued that these different basing modes had complementary strengths and weaknesses. They would enhance deterrence and discourage a Soviet first strike because they complicated Soviet attack planning and ensured the survivability of a significant portion of the U.S. force in the event of a Soviet first strike. The different characteristics might also strengthen the credibility of U.S. targeting strategy. For example, ICBMs eventually had the accuracy and prompt responsiveness needed to attack hardened targets such as Soviet command posts and ICBM silos, SLBMs had the survivability needed to complicate Soviet efforts to launch a disarming first strike and to retaliate if such an attack were attempted, and heavy bombers could be dispersed quickly and launched to enhance their survivability, and they could be recalled to their bases if a crisis did not escalate into conflict. According to unclassified estimates, the number of delivery vehicles (ICBMs, SLBMs, and nuclear-capable bombers) in the U.S. force structure grew steadily through the mid-1960s, with the greatest number of delivery vehicles, 2,268, deployed in 1967.

Specifically, the nuclear command, control, and communications (NC3) system that allows positive control of these weapons in peace and, if necessary, in war is a crucial modernization requisite. It is these systems that define an architecture that coalesces in a coherent fashion all the activities, processes, and procedures performed by military commanders and support personnel that, through the chain of command, allow for senior-level decisions on nuclear weapons employment. As a result of the highly classified nature of these activities, little has been written about the NC3 architecture. The intent of this study is to illustrate, in an unclassified setting, America’s NC3 infrastructure in order to convey the absolute criticality of modernizing it. Only with a modernized NC3 system can we ensure that the U.S. retains a resilient and robust command and control architecture that is fundamental to the effectiveness of the nuclear triad. In this regard, the NC3 enterprise is truly the “fifth pillar” of the nation’s overall nuclear modernization program—together with modernization of the triad’s weapons systems, and the nuclear warhead stockpile itself. Simply put, when it comes to nuclear modernization, NC3 is the least expensive, yet perhaps the most critical.
