Available in PDF, EPUB and Kindle. Book excerpt: Many governments have effectively organized public project implementation systems in their jurisdictions. At the same time, many other countries remain at a less advanced level of public project management. Globally, there is a need for project management knowledge to be transferred between governments. However, no systematic review of these practices has been developed to date. Projects, Government, and Public Policy was written to fulfill this need and presents a review of project management practices in countries with developed project-based capabilities. This book uses its own rigorous model to present this review systematically. This book’s practical purpose is to give a structured overview of government-level project management practices. This knowledge can be used in the work of governments to improve the management of public projects and the implementation of public policies. Many professionals working in public institutions understand project management concepts differently than project management professionals. Therefore, this book begins with a chapter that describes the differences between the conceptual basis of public administration and project management. The body of this book has five parts. Part I is mainly intended for those involved in government and public administration who want to acquire or increase knowledge about project management. Part II provides an overview of the basic concepts from the theory of public administration, public policies, and development management. Part III describes what makes public projects unique and the success factors specific to projects of this sector. Knowledge about effective government project management practices is covered in Part IV. The concluding Part V begins with a general overview of the maturity model concept. Its main part covers the description of a maturity model showing ways to systematically improve the implementation of public projects. This book is written for governments and government administrators, including the most influential decision-makers, who craft policies to guide a country’s development as well as how to implement projects. This book is also intended for supporters and enthusiasts of project management in government and public administration by providing them with a description of the solutions used by project management in public administration. This book is intended, too, for all project management practitioners working for public projects: project managers, team members, sponsors, and middle-level executives of project-delivering private companies. By knowing public administration concepts, they can manage their projects better and use a common language with their clients.

Book excerpt: "When Europeans first reached Australian shores, a long-held and expedient perception developed that Australian Aboriginal people did not have houses or settlements, that they occupied temporary camps, sheltering in makeshift huts or lean-tos of grass and bark. This book redresses that notion, exploring the range and complexity of Aboriginal-designed structures, spaces and territorial behaviour, from minimalist shelters to permanent houses and villages. 'Gunyah, Goondie and Wurley' encompasses Australian Aboriginal Architecture from the time of European contact to the work of the first Aboriginal graduates of university-based courses in architecture, bringing together in one place a wealth of images and research."--Publisher's website.

Book excerpt: The story of Australian architecture might be said to parallel the endeavours of Australians to adapt & reconcile themselves with their home & neighbours. It is the story of 200 years of coming to terms with the land: of adaptation, insight & making do. Early settlers were poorly provisioned, profoundly ignorant of the land & richly prejudiced towards its peoples. They pursued many paths over many terrains. From the moist temperate region of Tasmania with heavy Palladian villas to the monsoonal north with open, lightweight stilt houses, the continent has induced most different regional building styles.

Available in PDF, EPUB and Kindle. Book excerpt: The Upper Mangrove Creek catchment was an ideal locality in which to undertake field investigation into Aboriginal use of the coastal hinterland. The area, 101 square kilometres in size, is rich in sites that provided significant archaeological evidence of Aboriginal use of the coastal hinterland. The catchment became the focus of major archaeological salvage work in the late 1970s, prior to the construction of the Mangrove Creek Dam. Further research, undertaken by Val Attenbrow, on the total catchment expanded upon the results of earlier work. This monograph describes the later research project and summarises the salvage program results. This evidence is used by the author to explore current research issues relating to the interpretation of the mid- to late-Holocene archaeological record in Australia, particularly quantitative changes relating to population numbers and aspects of human behaviour, such as risk management, subsistence, mobility and land-use patterns.

Book excerpt: "Morris deploys the incisive tools of anthropology to deconstruct the way neoliberal policies of the 1980s began to reverse the political gains Australian Aborigines had made in the 1970s...This work is of crucial relevance for thinking beyond the present neoliberal impasse." - Gillian Cowlishaw, Sydney University "Morris reveals the lie underpinning so much recent cant but more sets the situation of Aborigines in the context of larger global forces. This is a much overdue work that should contribute to new understanding and which breaks out of some of the enduring categories that continue to inhibit critical thought." - Bruce Kapferer, University of Bergen "Morris is not afraid to study systemic interrelationships; how history brings together structure and events in ways that might be unique but not random." - Andrew Lattas, University of Bergen The 1970s saw the Aboriginal people of Australia struggle for recognition of their postcolonial rights. Rural communities, where large Aboriginal populations lived, were provoked as a consequence of social fragmentation, unparalleled unemployment, and other major economic and political changes. The ensuing riots, protests, and law-and-order campaigns in New South Wales captured the tense relations that existed between indigenous people, the police, and the criminal justice system. In Protests, Land Rights, and Riots, Barry Morris shows how neoliberal policies in Australia targeted those who were least integrated socially and culturally, and who enjoyed fewer legitimate economic opportunities. Amidst intense political debate, struggle, and conflict, new forces were unleashed as a post-settler colonial state grappled with its past. Morris provides a social analysis of the ensuing effects of neoliberal policy and the way indigenous rights were subsequently undermined by this emerging new political orthodoxy in the 1990s. Barry Morris is the author of Domesticating Resistance, Race Matters and Expert Knowledge. He is a Senior Lecturer in Anthropology at the University of Newcastle.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a record of events that happened at Callan Park before 1960. It is a journey of discovery that uncovers facts and manoeuvring not published before. In time dramatic changes did happen; there was a paradigm shift from mothering to encouraging independence. The government’s predominant focus, through its bureaucrats, was on costs, structure, and process. Others had different ideas. The change came through a handful of unlikely people; a female psychiatrist and her friends, two young nurses, one psychopathic doctor, a patient’s brother, a few buck-passing bureaucrats, a newspaper, and a Royal Commission. This story involves the CIA. Sexual favours; one doctor proudly claimed that there were three things necessary for a happy life, “...to eat in style, to drive in style and to f... in style.” The use of spies to gather information for personal gain or write headlines for a paper. Political gameplay and deals. Lies and empire builders, hatchet people and scapegoats. Callan Park is littered with the refuse of dedicated staff who succumbed to suicide, alcoholism, PTSD, depression, and family breakdown—written off as collateral damage. Treatments for psychiatric conditions are continually changing, not necessarily due to scientific advances. A popular treatment in the 1920s was isolation, an aperient in the 1940s and 50s, brain surgery, psychotropic drugs and LSD in the 1950s and 60s. The stage was set to usher in a revolution in the care and treatment of people with a mental health problem and to experience the worse of political intervention. Volume two explores these two concepts.

Book excerpt: New South Wales government administration increased four-fold during the first six decades of the twentieth century with population growth and greater community expectations. Employment of staff for this burgeoning administrative corps and teaching service became the responsibility of the Public Service Board. The Board exerted rigid centralised control over every aspect of administration. The result was a moderately efficient, loyal and conformist bureaucracy structured around fixed routines, where innovation was not encouraged.

Available in PDF, EPUB and Kindle. Book excerpt: Improving the relationship between archaeology and local government represents one of the next great challenges facing archaeology –specifically archaeology done in urban settings. Not only does local government have access to powerful legal tools and policy mechanisms that can offer protection for privately owned archaeological sites, but because local government exists at the grassroots level, it is also often closer to people who have deep knowledge about the community itself, about its values, and about the local meaning of the sites most in need of protection. This partnership between archaeology and local government can also provide visibility and public programing for heritage sites. This book will explore the experiences, both positive and negative, of small and large cities globally. We have examined programs in the Commonwealth of Nations (formerly known as the British Commonwealth) and in the United States. These countries share similar perspectives on preservation and heritage, although the approaches these cities have taken to address municipal archaeology reveals considerable diversity. The case studies highlight how these innovative partnerships have developed, and explain how they function within local government. Engaging with the political sphere to advocate for and conduct archaeology requires creativity, flexibility, and the ability to develop collaborative partnerships. How these archaeological partnerships benefit the community is a vital part of the equation. Heritage and tourist benefits are discussed. Economic challenges during downturns in the economy are analyzed. The book also examines public outreach programs and the grassroots efforts to protect and preserve a community's archaeological heritage.
