Book excerpt: Le 1er octobre 2018, la victoire de la Coalition Avenir Québec (CAQ) a marqué l’histoire du Québec en mettant fin à quatre décennies d’alternance entre le Parti libéral du Québec et le Parti québécois et à la polarisation idéologique entre le fédéralisme et l’indépendantisme. Ce nouveau gouvernement de centre droit s’est engagé à réaliser 251 promesses pour mieux répondre aux besoins économiques, aux inquiétudes identitaires et aux aspirations nationalistes des Québécois et Québécoises. Cependant, depuis mars 2020, celui-ci doit gérer une crise historique en santépublique tout en essayant de construire les fondements de son projet d’avenir pour le Québec. Le 3 octobre 2022, lors des élections générales, les citoyens et citoyennes du Québec auront l’occasion de se prononcer sur le bilan du gouvernement de la CAQ. Ce sera ultimement à eux de juger de la mise en oeuvre des promesses, de la gestion de la pandémie ainsi que du nationalisme autonomiste de François Legault et de son parti. Afin d’aiguiller le public, cet ouvrage collectif propose une évaluation non partisane de la performance du premier gouvernement d’un nouveau parti politique en tenant compte des conséquences de la crise sanitaire sur la réalisation de ses engagements. Nos collaborateurs et collaboratrices des milieux universitaire et journalistique posent un regard éclairé sur ce bilan en analysant rigoureusement les faits de ce gouvernement, que ses actions aient ou non fait l’objet de promesses électorales.

Inspired by historical institutionalism, Nationalism, Secessionism, and Autonomy argues that such variation is explained by the extent to which autonomy evolves in time. If autonomy adjusts to the changing identity, interests, and circumstances of an internal national community, nationalism is much less likely to be strongly secessionist than if autonomy is a final, unchangeable settlement. This was not always the case, however. One hundred years ago, this sort of party discipline was not as evident, leading scholars to wonder what explains the growing influence of political parties in the Canadian Parliament. In Lost on Division, Jean-François Godbout analyses more than two million individual votes recorded in the House of Commons and the Senate since Confederation, demonstrating that the increase in partisanship is linked to changes in the content of the legislative agenda, itself a product of more restrictive parliamentary rules instituted after 1900. These rules reduced the independence of private members, polarized voting along partisan lines, and undermined Parliament’s ability to represent distinct regional interests, resulting in – among other things – the rise of third parties. Bridging the scholarship on party politics, legislatures, and elections, Lost on Division builds a powerful case for bringing institutions back into our understanding of how party systems change.
