Identifica-se que a violência contra crianças e adolescentes acompanha a trajetória da humanidade desde os mais antigos registros. Inumeráveis são as formas pelas quais se expressa, adaptando-se às especificidades culturais e às possibilidades de cada momento histórico. A prática do infanticídio, termo usado para crianças pequenas mortas pelos pais, o castigo físico e até mesmo o abuso e a exploração sexual foram tolerados durante muitos séculos. Nota-se que os comportamentos violentos começaram, com o passar dos anos, a suscitar sanções da sociedade, demonstrando uma crescente conscientização do direito das crianças à vida. O Estatuto da Criança e do Adolescente, promulgado pela Lei no 8.069/1990, configura-se um importante instrumento para que a sociedade e o Estado possam, reconhecendo o protagonismo desses sujeitos, buscar superar as formas de violência que prejudicam o seu crescimento e seu pleno desenvolvimento social. Nessa perspectiva, a violência que atinge crianças e adolescentes passou a mobilizar vários setores da sociedade, sendo reconhecida como um relevante problema de saúde pública. As instituições do setor de saúde estão entre aquelas mais intensamente requisitadas para atuarem frente à questão. A comunicação de violências praticadas contra crianças e adolescentes foi estabelecida como obrigatória pelo ECA. No setor saúde, a notificação compulsória configura-se como um instrumento fundamental no enfrentamento da violência contra crianças e adolescentes e no processo de restauração de direitos. Além de possibilitar a interrupção da violência e desencadear medidas de proteção e atenção às crianças, aos adolescentes e às suas famílias, também oferece informações para o seu melhor dimensionamento, visando ao enfrentamento da problemática. O objeto de discussão deste livro se localiza, portanto, entre a vertente da notificação como instrumento potencialmente capaz de desencadear/mobilizar a rede de cuidado e de proteção social de crianças e adolescentes em situação de violência sexual e dos sistemas de informação que a notificação alimenta.

Book excerpt: Rape is common during wartime, but even within the context of the same war, some armed groups perpetrate rape on a massive scale while others never do. In Rape during Civil War Dara Kay Cohen examines variation in the severity and perpetrators of rape using an original dataset of reported rape during all major civil wars from 1980 to 2012. Cohen also conducted extensive fieldwork, including interviews with perpetrators of wartime rape, in three postconflict counties, finding that rape was widespread in the civil wars of the Sierra Leone and Timor-Leste but was far less common during El Salvador’s civil war. Cohen argues that armed groups that recruit their fighters through the random abduction of strangers use rape—and especially gang rape—to create bonds of loyalty and trust between soldiers. The statistical evidence confirms that armed groups that recruit using abduction are more likely to perpetrate rape than are groups that use voluntary methods, even controlling for other confounding factors. Important findings from the fieldwork—across cases—include that rape, even when it occurs on a massive scale, rarely seems to be directly ordered. Instead, former fighters describe participating in rape as a violent socialization practice that served to cut ties with fighters’ past lives and to signal their commitment to their new groups. Results from the book lay the groundwork for the systematic analysis of an understudied form of civilian abuse. The book will also be useful to policymakers and organizations seeking to understand and to mitigate the horrors of wartime rape.
