Available in PDF, EPUB and Kindle. Book excerpt: Allen Steinberg brings to life the court-centered criminal justice system of nineteenth-century Philadelphia, chronicles its eclipse, and contrasts it to the system -- dominated by the police and public prosecutor -- that replaced it. He offers a major reinterpretation of criminal justice in nineteenth-century America by examining this transformation from private to state prosecution and analyzing the discontinuity between the two systems. Steinberg first establishes why the courts were the sources of law enforcement, authority, and criminal justice before the advent of the police. He shows how the city's system of private prosecution worked, adapted to massive social change, and came to dominate the culture of criminal justice even during the first decades following the introduction of the police. He then considers the dilemmas that prompted reform, beginning with the establishment of a professional police force and culminating in the restructuring of primary justice. Making extensive use of court dockets, state and municipal government publications, public speeches, personal memoirs, newspapers, and other contemporary records, Steinberg explains the intimate connections between private prosecution, the everyday lives of ordinary people, and the conduct of urban politics. He ties the history of Philadelphia's criminal courts closely to related developments in the city's social and political evolution, making a contribution not only to the study of criminal justice but also to the larger literature on urban, social, and legal history. Available in PDF, EPUB and Kindle. Book excerpt: Colored Amazons is a groundbreaking historical analysis of the crimes, prosecution, and incarceration of black women in Philadelphia at the turn of the twentieth century. Kali N. Gross reconstructs black women’s crimes and their representations in popular press accounts and within the discourses of urban and penal reform. Most importantly, she considers what these crimes signified about the experiences, ambitions, and frustrations of the marginalized women who committed them. Gross argues that the perpetrators and the state jointly constructed black female crime. For some women, crime functioned as a means to attain personal and social autonomy. For the state, black female crime and its representations effectively galvanized and justified a host of urban reform initiatives that reaffirmed white, middle-class authority. Gross draws on prison records, trial transcripts, news accounts, and rare mug shot photographs. Providing an overview of Philadelphia’s black women criminals, she describes the women’s work, housing, and leisure activities and their social position in relation to the city’s native-born whites, European immigrants, and elite and middle-class African Americans. She relates how news accounts exaggerated black female crime, trading in sensationalistic portraits of threatening “colored Amazons,” and she considers criminologists’ interpretations of the women’s criminal acts, interpretations largely based on notions of hereditary criminality. Ultimately, Gross contends that the history of black female criminals is in many ways a history of the rift between the political rhetoric of democracy and the legal and social realities of those marginalized by its shortcomings.

Available in PDF, EPUB and Kindle. Book excerpt: Michael Meranze uses Philadelphia as a case study to analyze the relationship between penal reform and liberalism in early America. In Laboratories of Virtue, he interprets the evolving system of criminal punishment as a microcosm of social tensions that characterized the early American republic. Engaging recent work on the history of punishment in England and continental Europe, Meranze traces criminal punishment from the late colonial system of publicly inflicted corporal penalties to the establishment of penitentiaries in the Jacksonian period. Throughout, he reveals a world of class difference and contested values in which those who did not fit the emerging bourgeois ethos were disciplined and eventually segregated. By focusing attention on the system of public penal labor that developed in the 1780s, Meranze effectively links penal reform to the development of republican principles in the Revolutionary era. His study, richly informed by Foucaultian and Freudian theory, departs from recent scholarship that treats penal reform as a nostalgic effort to reestablish social stability. Instead, Meranze interprets the reform of punishment as a forward-looking project. He argues that the new disciplinary practices arose from the reformers' struggle to contain or eliminate contradictions to their vision of an enlightened, liberal republic.

These poems, composed by Moore's son Peter and collected here for the first time, offer a fresh and funny take on the common and not-so-common stuff of our everyday lives. Reminiscent of Ogden Nash and Tom Lehrer, with a dash of Dr. Seuss, Peter Moore's verse captures the essence of his father's wit, common sense, honesty, and warmth.

Available in PDF, EPUB and Kindle. Book excerpt: Early nineteenth-century American prisons followed one of two dominant models: the Auburn system, in which prisoners performed factory-style labor by day and were placed in solitary confinement at night, and the Pennsylvania system, where prisoners faced 24-hour solitary confinement for the duration of their sentences. By the close of the Civil War, the majority of prisons in the United States had adopted the Auburn system - the only exception was Philadelphia's Eastern State Penitentiary, making it the subject of much criticism and a fascinating outlier. Using the Eastern State Penitentiary as a case study, The Deviant Prison brings to light anxieties and other challenges of nineteenth-century prison administration that helped embed our prison system as we know it today. Drawing on organizational theory and providing a rich account of prison life, the institution, and key actors, Ashley T. Rubin examines why Eastern's administrators clung to what was increasingly viewed as an outdated and inhuman model of prison - and what their commitment tells us about penal reform in an era when prisons were still new and carefully scrutinized.
