And gas producers and has tested a large number of samples of coal and lignite to determine their value for producing power. Economic conditions and the realization of the value of scientific research have caused European countries to study their natural resources closely in order to determine how these resources can be utilized most efficiently. The wide distribution of fuel resources in the United States, the abundant supply of high-grade fuel, the relative freedom from large areas of congested population, with their excessive industrial demands, and a careless indifference to efficient utilization, due in great measure to the abundance of our resources, have led us to neglect far too long the serious consideration of problems upon which hinge many of the possible activities of future generations. The unrestricted use of our better grade fuels and the ruthless waste and neglect of fuels that should be of real commercial value are phases of our national extrava gance that are little short of appalling. The Bureau of Mines has repeatedly called attention to the rate at which the supplies of high grade fuel are being depleted and the need of investigations to asoer tain how waste in their mining and utilization can be lessened or prevented. These tests were made in connection with steaming and other tests, the object of the investigation being to find out in what ways the mineral fuels in the United States could be utilized most efficiently, and by what means deposits of low - grade fuel that were lying undeveloped or were being wasted could be made of immediate or prospective importance as assets of the nation's mineral wealth. The tests of fuels for producer-gas manufacture began in 1904 and were continued by the United States Geological Survey up to July 1, 1910, on which date all of the fuel-testing work being carried on by the Survey was transferred by act of Congress to the Bureau of Mines. Results of some of the producer - gas tests made before (that date have been given in the Geological Survey publications listed at the end of this report; results of other tests will be given in bulletins to be issued by the Bureau of Mines. As a consequence, investments in large-scale and capital intensive (traditional) energy production projects are surrounded by high uncertainty, and are difficult to hedge by private entities. Traditional energy production companies are transforming into energy service suppliers and companies aggregating numerous potential market players are emerging, while regulation and system management are playing an increasing role. To address these increasing uncertainties and complexities, economic analysis, forecasting, modeling and investment assessment require fresh approaches and views. Novel research is thus required to simulate multiple actor interplays and idiosyncratic behavior. The required approaches cannot deal only with energy supply, but need to include active demand and cover systemic aspects. Energy market transitions challenge policy-making. Market coordination failure, the removal of barriers hindering restructuring and the combination of market signals with command-and-control policy measures are some of the new aims of policies. The aim of this Special Issue is to collect research papers that address the above issues using novel methods from any adequate perspective, including economic analysis, modeling of systems, behavioral forecasting, and policy assessment. In a nutshell, complementarity models generalize: a. optimization problems via their Karush-Kuhn-Tucker conditions b. on-cooperative games in which each player may be solving a separate but related optimization problem with potentially overall system constraints (e.g., market-clearing conditions) c. conomic and engineering problems that aren’t specifically derived from optimization problems (e.g., spatial price equilibria) d. roblems in which both primal and dual variables (prices) appear in the original formulation (e.g., The National Energy Modeling System (NEMS) or its precursor, PIES). As such, complementarity models are a very general and flexible modeling format. A natural question is why concentrate on energy markets for this complementarity approach? s it turns out, energy or other markets that have game theoretic aspects are best modeled by complementarity problems. The reason is that the traditional perfect competition approach no longer applies due to deregulation and restructuring of these markets and thus the corresponding optimization problems may no longer hold. Also, in some instances it is important in the original model formulation to involve both primal variables (e.g., production) as well as dual variables (e.g., market prices) for public and private sector energy planning. Traditional optimization problems can not directly handle this mixing of primal and dual variables but complementarity models can and this makes them all that more effective for decision-makers.
