Available in PDF, EPUB and Kindle. Book excerpt: Urban transportation problems abound across America, including jammed highways during rush-hours, deteriorating bus service, and strong pressures to build new rail systems. Most solutions attempt either to increase transportation capacity (by building more roads and expanding mass transit) or to manage existing capacity (through HOV restrictions, exclusive bus lanes, and employer-based policies such as flexible work hours). This book develops an alternative solution to urban transportation problems based on economic analysis, but well aware of the political constraints on policymakers. The authors estimate that efficient pricing and service policies could save more than $10 billion in annual net benefits over current practices, but argue that powerful, entrenched political and institutional forces will continue to thwart efficient economic solutions to improve urban transportation. They believe, however, that some form of privatization would likely improve social welfare more than an efficient public sector system. Facing fewer operating restrictions, greater economic incentives, and stronger competitive pressures, private suppliers could substantially improve the efficiency of urban operations and offer services that are more responsive to the needs of all types of travelers. The authors conclude that policymakers have bestowed huge benefits on the public by allowing the private sector to play a leading and unencumbered role in the provision of intercity transportation. Public officials should take the next step and allow the private sector to play a leading role in the provision of urban transportation.

Available in PDF, EPUB and Kindle. Book excerpt: For decades, concerns have been raised about the consequences of relentless suburban expansion in the United States. But so far, government programs to control urban sprawl have had little effect in slowing it down, much less stopping it. In this book, Pietro S. Nivola raises important questions about the continued suburbanization of America: Is suburban growth just the result of market forces, or have government policies helped induce greater sprawl? How much of the government intervention has been undesirable, and what has been beneficial? And, if suburban growth is to be controlled, what changes in public policies would be not only effective, but practical? Nivola addresses these questions by comparing sprawling U.S. metropolitan areas to compact development patterns in Europe. He contrasts the effects of traditional urban programs, as well as "accidental urban policies" that have a profound if commonly unrecognized impact on cities, including national tax systems, energy conservation efforts, agricultural supports, and protection from international commerce. Nivola also takes a hard look at the traditional solutions of U.S. urban policy agenda involving core-area reconstruction projects, mass transit investments, "smart" growth controls, and metropolitan organizational rearrangements, and details the reasons why they often don't work. He concludes by recommending reforms for key U.S. policies--from taxes to transportation to federal regulations--based on the successes and failures of the European experience. Book excerpt: Contemporary urbanisation has two faces: global flows of people, money and information, and that of localised social and economic disparities. Recent research has focused on the headlines of global cities as control centres of the world economy, and social and economic shock waves that have raged through cities and regions, but less attention has been paid to the secret life of cities, and the changing nature of everyday life in the wake of such changes. This book challenges current research and policy agendas recommending spatial concentration and relocation as a solution to the problems of environmental sustainability and social dislocation. Instead, this book highlights the key linkages between social and environmental problems, it argues that neither are likely to be resolved with a simple spatial fix. The book draws attention to local contexts of contemporary urbanisation emphasising consideration of policy making from the perspective of the household as a key unit of analysis in identifying links between labour and housing markets, transport and leisure. This book draws upon detailed household interviews about the daily experience of life in a global city. It illustrates the dilemmas and solutions that people routinely find in order to go on in their lives. It shows that these local fixes that are managed at the level of the household work in spite of, and sometimes against, existing policies aimed at sustainability. It concludes that policy making needs to be radically overhauled in order to address the integrated nature of people's everyday lives.

Book excerpt: This report assesses an array of transportation policies designed to reduce energy use and describes the intersection of these policies with general transportation problems such as congestion and air pollution. The report: describes the U.S. transportation system and its energy use; presents and evaluates forecasts of energy use to 2010; compares and contrasts U.S. and European travel and energy use patterns; discusses reasons governments may choose to intervene in transportation markets; and describes and evaluates a range of policy options to reduce U.S. transport energy use, from gasoline taxes to urban planning. Its objective is to provide a balanced, qualitative perspective of issues and problems rather than a highly quantified analysis.
