Book excerpt: This examination of Canada's response to the disintegration of the Federal State of Yugoslavia considers how Canadian foreign policy was formed, and the role of the prime minister in this decision-making. Gammer (political science, Okanagan University College) argues that Mulroney used his office to redefine international standards on humanitarian intervention. Gammer also outlines the risks in doing this, and considers the impact of Mulroney's stance on the behavior of Canadian troops. He considers the role of political leadership in foreign affairs, and its relationship to legitimacy. c. Book News Inc.

This meeting, which became known as Helsinki-II, marked an important milestone in the history of the CSCE process which was born at the same place about two decades previously. This collection of essays analyzes the results of the Helsinki Summit and the major issues which were debated. Topics range from political and security dimension of the CSCE, economic cooperation and the protection of the environment, to human dimension issues. Available in PDF, EPUB and Kindle. Book excerpt: A landmark global history that makes us rethink how the Cold War ended and our present era was born This book offers a bold new interpretation of the revolutions of 1989, showing how a new world order was forged--without major conflict. Based on extensive archival research, Kristina Spohr attributes this in large measure to determined diplomacy by a handful of international leaders, who engaged in tough but cooperative negotiation to reinvent the institutions of the Cold War. She offers a major reappraisal of George H. W. Bush and innovative assessments of Mikhail Gorbachev and Helmut Kohl, as well as Margaret Thatcher and François Mitterrand. But, she argues, Europe's transformation must be understood in global context. By contrasting events in Berlin and Moscow with the brutal suppression of the pro-democracy movement in Beijing, the book reveals how Deng Xiaoping pushed through China's very different Communist reinvention. Here is an authoritative yet highly readable exploration of the crucial hinge years of 1989-1992 and their consequences for today's world.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents and interprets archival records of the meetings between Mikhail Gorbachev and George W. Bush between 1989 and 1991, including transcripts of conversations between top leaders on the rapid and monumental events of the final days of the Cold War. Particularly effective interlocutors were the foreign ministers Eduard Shevardnadze and James Baker, especially interesting when they interacted directly with Bush or Gorbachev. The documents were obtained from the Gorbachev Foundation and the Russian State Archives and from the United States government through requests under the Freedom of Information Act. Taking place at a time of revolutionary change in Eastern Europe, stimulated in part by Gorbachev and by Eastern Europeans (the Solidarity movement, dissidents, reform communists), the Malta Summit of 1989 and subsequent meetings helped defuse any potential for superpower conflict. Each of the five summits is covered in a separate chapter, introduced by an essay that places the transcripts in historical context. The anthology offers a fascinating glimpse into the relationship that defined the last, waning years of the Cold War—a unique record of these historic, highest-level conversations that effectively brought it to a close. The quality and scope of the dialogue between these world leaders was unprecedented and is likely never to be repeated.

Available in PDF, EPUB and Kindle. Book excerpt: Reports of NATO's death have been greatly exaggerated. Characterizations of NATO as a relic of the past do not square with the fact that the Alliance is busier today than at any time in its history. As Europe has become more unified and more democratic, NATO has assumed new layers of significance in the global security environment. In a post-September 11 world, the old 1990s debate about what is in area and what is out of area is a luxury that the Alliance can no longer afford. Decisions made at the 2004 Istanbul summit aimed at enhancing NATO's partnerships with the states of Central Asia and extending the partnership concept to the Greater Middle East reflect the Alliance's new, more global presence as do new military missions in Afghanistan, Iraq, and Sudan. Moore argues that a careful analysis of NATO's new, more global focus suggests that it's not the nature of NATO's mission that has changed, but rather its scope. NATO is approaching its new out of area missions with the political tools developed after the Soviet threat faded in the early 1990s when the Allies agreed that, rather than merely defend an old order, they would now create a new one grounded in liberal democratic values, including individual liberty and the rule of law. Indeed, the mission of projecting stability eastward was understood to be inextricable from the promotion of these values. This new mission required that NATO devote greater attention to its political dimension. In fact, as the United States turned to promoting democracy around the world in the wake of September 11, it ultimately sought to enlist NATO in its mission of extending democracy beyond Europe to Central Asia and the Middle East. As Moore demonstrates in her attempt to provide a full and comprehensive understanding of the new NATO, while divisions within the Alliance persist as to just how global NATO should be, the post-September 11 security environment ensures that NATO's survival depends upon its willingness to project security beyond Europe. That mission will be as much political as it is military.

Available in PDF, EPUB and Kindle. Book excerpt: The basic logic of preventive diplomacy is unassailable. Act early to prevent disputes from escalating; reduce tensions that could lead to war; deal with today's conflicts before they become tomorrow's crises. Yet as we look at the record of these first years of the post-Cold War era, it is quite mixed. There have been some preventive diplomacy successes and opportunities that have been seized by major powers and international organizations to help preserve and protect the peace. But there also have been other opportunities that have been missed, with some of the century's most deadly conflicts the result. This study examines ten major post-Cold War cases including Croatia-Bosnia, Rwanda, the Baltics, Russia-Ukraine, Macedonia, and North Korea_to assess the key factors contributing to both the success and failure of preventive diplomacy. The method of case study analysis employed is based on the work of Alexander L. George. Authors include both leading academics and prominent policy officials with first-hand knowledge.
