Book excerpt: For more than a decade, America has been waging a new kind of war against the financial networks of rogue regimes, proliferators, terrorist groups, and criminal syndicates. Juan Zarate, a chief architect of modern financial warfare and a former senior Treasury and White House official, pulls back the curtain on this shadowy world. In this gripping story, he explains in unprecedented detail how a small, dedicated group of officials redefined the Treasury's role and used its unique powers, relationships, and reputation to apply financial pressure against America's enemies. This group unleashed a new brand of financial power -- one that leveraged the private sector and banks directly to isolate rogues from the international financial system. By harnessing the forces of globalization and the centrality of the American market and dollar, Treasury developed a new way of undermining America's foes. Treasury and its tools soon became, and remain, critical in the most vital geopolitical challenges facing the United States, including terrorism, nuclear proliferation, and the regimes in Iran, North Korea, and Syria. This book is the definitive account, by an unparalleled expert, of how financial warfare has taken pride of place in American foreign policy and how America's competitors and enemies are now learning to use this type of power themselves. This is the unique story of the United States' financial war campaigns and the contours and uses of financial power, and of the warfare to come.

This book deals with dramatic characters who act as physiognomists or palm readers in the fictional world and analyses the fictionalisation of physiognomic lore as a practice of divination in early modern Romance theatre from Pietro Aretino and Giordano Bruno to Lope de Vega, Calderón de la Barca and Thomas Corneille.

Book excerpt: The heart-pounding history of how Pope Pius XII -- often labeled "Hitler's Pope" -- was in fact an anti-Nazi spymaster, plotting against the Third Reich during World War II. The Vatican's silence in the face of Nazi atrocities remains one of the great controversies of our time. History has accused wartime pontiff Pius the Twelfth of complicity in the Holocaust and dubbed him "Hitler's Pope." But a key part of the story has remained untold. Pope Pius in fact ran the world's largest church, smallest state, and oldest spy service. Saintly but secretive, he sent birthday cards to Hitler -- while secretly plotting to kill him. He skimmed from church charities to pay covert couriers, and surreptitiously tape-recorded his meetings with top Nazis. Under his leadership the Vatican spy ring actively plotted against the Third Reich. Told with heart-pounding suspense and drawing on secret transcripts and unsealed files by an acclaimed author, Church of Spies throws open the Vatican's doors to reveal some of the most astonishing events in the history of the papacy. Riebling reveals here how the world's greatest moral institution met the greatest moral crisis in history.

Why are citizens in some countries more willing to pay taxes than in other countries? This book examines the history of the relationship between citizens and their states in five countries, (Sweden, Britain, Italy, Romania, and the United States), and demonstrates how and why people in in some countries have come to trust the government with their money while in other countries they do not. The book explores the evolution of this relationship in detail, in each case showing how some governments developed the fiscal and technical capacity to tax their citizens fairly and deliver public services efficiently. In short, how and why some countries became more trustworthy than others. The volume concludes by examining the implications of these five cases for developing countries today and the lessons that can be learned.

Book excerpt: Ever since antiquity, but increasingly since the global transformation of the world order in the early modern period, communication between members of different cultural groups depended on translators, diplomats, traders, and other specialists with a knowledge of both cultures. Successful communication and traffic relied on the mediating agency of persons who had been exposed, often in their childhood or through captivities, to the customs and languages of both cultures involved in the contact. Other border crossers and go-betweens acted as missionaries, traders, political refugees, beachcombers, pirates, anthropologists, actors in zoos, runaway slaves, and itinerant doctors. Because of their frequently precarious lives, the written traces left by these figures are often thin. While some of their lives have to be carefully reconstructed through critical readings of the documents left by others (frequently by their enemies), others have left autobiographical texts which allow for a richer assessment of their function as cultural border crossers and mediators. With examples covering from various historical periods between the early modern period and the present, as well as geographical areas such as the Mediterranean, Africa, the Americas, Hawaii, New Zealand and northern Europe, scholars from various disciplines and methodological backgrounds - reaching from history to religious studies and from literary studies to ethnology - fathom the intricacies of in-betweeness and reflect on the impact which "agents of transculturation" have in situations of cultural, social and political encounters.

Book excerpt: In 1972, in what appeared a whimsical decision at first, Idi Amin, the dictator of Uganda, declared that all Asians holding citizenship of India, Pakistan, Bangladesh or the UK would be expelled from the country within three months. As he put it, mistakenly, 'Asians milked the cow, but did not feed it to yield more milk.' It was the beginning of a nightmarish five months for Niranjan Desai, who had been sent from India as officer on special duty to help tackle the crisis, as he tried to help people leaving possessions and attachments behind for an uncertain future, watched a country in turmoil where people vanished overnight, and was himself declared persona non grata and put at some risk to his life. But as he learnt from the experience, rules and regulations are secondary and merely a guide while helping people in distress. Sometimes, when there is no opportunity for the observance of diplomatic niceties, it is common sense that counts. The role of the Indian diplomat is a varied one, as Desai's and other'S accounts in The Ambassador's Club show, and Krishna V. Rajan, himself a skilful diplomat, has brought together, for the first time, a selection of experiences that shows the Indian Foreign Service in a remarkable new light. With a fine sense of observation and considerable writing skills, the contributions included here show the Indian envoy playing protector, negotiator and guide in places as far away as Chile and Fiji to closer home, in Bhutan and Nepal. Ranged here is the entire gamut of diplomatic duties, from putting forward the Indian viewpoint at tough negotiations on climate change to being the UN secretary-general's special envoy in Iraq in the time leading up to the war there; from being in a sensitive position as envoy in Fiji during a coup to being present as the Shimla Agreement was reached between India and Pakistan. 'It's a boy!' was the excited announcement of that accord. It is that same pleasure of accomplishment that runs through this anthology.

Book excerpt: The 2010 Kampala Amendments to the Rome Statute empowered the International Criminal Court to prosecute the 'supreme crime' under international law: the crime of aggression. This landmark commentary provides the first analysis of the history, theory, legal interpretation and future of the crime of aggression. As well as explaining the positions of the main actors in the negotiations, the authoritative team of leading scholars and practitioners set out exactly how countries have themselves criminalized illegal war-making in domestic law and practice. In light of the anticipated activation of the Court's jurisdiction over this crime in 2017, this work offers, over two volumes, a comprehensive legal analysis of how to understand the material and mental elements of the crime of aggression as defined at Kampala. Alongside The Travaux Préparatoires of the Crime of Aggression (Cambridge, 2011), this commentary provides the definitive resource for anyone concerned with the illegal use of force.

Book excerpt: This compact, highly engaging book examines the international legal regulation of both the conduct of States among themselves and conduct towards individuals, in relation to the use of cyberspace. Chapters introduce the perspectives of various stakeholders and the challenges for international law. The author discusses State responsibility and key cyberspace rights issues, and takes a detailed look at cyber warfare, espionage, crime and terrorism. The work also covers the situation of non-State actors and quasi-State actors (such as IS, or ISIS, or ISIL) and concludes with a consideration of future prospects for the international law of cyberspace. Readers may explore international rules in the areas of jurisdiction of States in cyberspace, responsibility of States for cyber activities, human rights in the cyber world, permissible responses to cyber attacks, and more. Other topics addressed include the rules of engagement in cyber warfare, suppression of cyber crimes, permissible limits of cyber espionage, and suppression of cyber-related terrorism. Chapters feature explanations of case law from various jurisdictions, against the background of real-life cyber-related incidents across the globe. Written by an internationally recognized practitioner in the field, the book objectively guides readers through on-going debates on cyber-related issues against the background of international law. This book is very accessibly written and is an enlightening read. It will appeal to a wide audience, from international lawyers to students of international law, military strategists, law enforcement officers, policy makers and the lay person.
