Available in PDF, EPUB and Kindle. Book excerpt: Corruption and ineffectiveness are often expected of public servants in developing countries. However, some groups within these states are distinctly more effective and public oriented than the rest. Why? Patchwork Leviathan explains how a few spectacularly effective state organizations manage to thrive amid general institutional weakness and succeed against impressive odds. Drawing on the Hobbesian image of the state as Leviathan, Erin Metz McDonnell argues that many seemingly weak states actually have a wide range of administrative capacities. Such states are in fact patchworks sewn loosely together from scarce resources into the semblance of unity. McDonnell demonstrates that when the human, cognitive, and material resources of bureaucracy are rare, it is critically important how they are distributed. Too often, scarce bureaucratic resources are scattered throughout the state, yielding little effect. McDonnell reveals how a sufficient concentration of resources clustered within particular pockets of a state can be transformative, enabling distinctively effective organizations to emerge from a sea of ineffectiveness. Patchwork Leviathan offers a comprehensive analysis of successful statecraft in institutionally challenging environments, drawing on cases from contemporary Ghana and Nigeria, mid-twentieth-century Kenya and Brazil, and China in the early twentieth century. Based on nearly two years of pioneering fieldwork in West Africa, this incisive book explains how these highly effective pockets differ from the Western bureaucracies on which so much state and organizational theory is based, providing a fresh answer to why well-funded global capacity-building reforms fail—and how they can do better.

Book excerpt: 'Highly recommended as a thorough examination of the commodity history of salt'-The Geographical Journal. Salt has been called the primordial addiction. It has been an object of almost universal consumption since Neolithic times. This book sets out to place the particular histories of salt in a global perspective and write the history of a human commodity as a theme in world history. From pagan man, through classical Rome, Byzantium, early Islam, the Dark Ages, the Renaissance to the modern world, the production, distribution, consumption and taxation of salt are examined. The author shows how a history of salt cannot be separated from the histories of commerce, medicine, diet, cooking, taxation, invention and war. Although taken for granted today, salt has been of critical economic and cultural importance to countries and peoples throughout history; the instigator and catalyst to actions and events ranging from the first maritime expedition of Muslim forces to Columbus's discovery of America. After Salt and Civilization salt can not be taken for granted again.

Book excerpt: A novel approach to Chinese history is adopted here, in that the theme of the book is China's relations with the non-Chinese world, not only political and economic, but cultural, social and technological as well. It seeks to show that China's history is part of everyone's history. In particular it traces China's relationship since the thirteenth century to the emergent world order and the various world institutions of which that order is composed. Each chapter discusses China's comparative place in the world, the avenues of contact between China and other civilizations, and who and what passed along these channels.

Available in PDF, EPUB and Kindle. Book excerpt: Intelligence is now acknowledged as the hidden dimension to international diplomacy and national security. It is the hidden piece of the jigsaw puzzle of global relations that cements relationships, undermines alliances and topples tyrants, and after many decades of being deliberately overlooked or avoided, it is now regarded as a subject of legitimate study by academics and historians. This second edition of Historical Dictionary of International Intelligence covers its history through a chronology, an introductory essay, and an extensive bibliography. The dictionary section has over 500 cross-referenced entries on espionage techniques, categories of agents, crucial operations spies, defectors, moles, double and triple agents, and the tradecraft they apply. This book is an excellent access point for students, researchers, and anyone wanting to know more about the international intelligence.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores imperial power and the transnational encounters of shipowners and merchants in the South China Sea from 1840 to 1930. With British Hong Kong and French Indochina on its northern and western shores, the ‘Asian Mediterranean’ was for almost a century a crucible of power and an axis of economic struggle for coastal shipping companies from various nations. Merchant steamers shipped cargoes and passengers between ports of the region. Hong Kong, the global port city, and the colonial ports of Saigon and Haiphong developed into major hubs for the flow of goods and people, while Guangzhouwan survived as an almost forgotten outpost of Indochina. While previous research in this field has largely remained within the confines of colonial history, this book uses the examples of French and German companies operating in the South China Sea to demonstrate the extent to which transnational actors and business networks interacted with imperial power and the process of globalisation.

Book excerpt: The movement to expel the Manchus, who had seized the Dragon Throne in 1644 from the expiring Ming Dynasty, was an old one. Historians are silent on the subject of the various secret plots which were always being hatched to achieve that end, their silence being due to a lack of proper records and to the difficulty of establishing the simple truth in a country where rumour reigns supreme. But there is little doubt that the famous Ko-lao-hui, a Secret Society with its headquarters in the remote province of Szechuan, owed its origin to the last of the Ming adherents, who after waging a desperate guerilla warfare from the date of their expulsion from Peking, finally fell to the low level of inciting assassinations and general unrest in the vain hope that they might some day regain their heritage.
