Analiza las respuestas de política fiscal y monetaria de los gobiernos, que han sido mucho más rápidas y coordinadas que en la Gran Depresión, para concluir con una serie de propuestas y medidas que pasan por cambios necesarios en el marco en el que las entidades y mercados financieros se desenvuelven, y en una nueva regulación y una supervisión más eficiente y coordinada para evitar otra crisis sistémica. El último capítulo lo dedica a la situación especial de España, a la que ha sorprendido la crisis financiera –tras catorce años de un fuerte crecimiento en los que no se han hecho reformas de calado y a punto de comenzar su fase cíclica recesiva– con un déficit externo de tamaño histórico y un sector privado muy endeudado con ahorro extranjero, con una burbuja inmobiliaria desproporcionada y con un mercado laboral ineficiente. Una situación que hará que su recuperación de la tasa de crecimiento y del nivel de PIB potenciales sea más lenta y difícil que en otros países europeos.

In the process of awareness of the objective reality arise certain concepts through which man fixate and express the proprieties, characteristics and links of the objects and phenomena’s of the outside world. The concepts that reflect the most important aspects, links and or characteristics of a field of phenomena’s constitute its categories. Each science possesses its own categories. In the case of the field of Theory of underdevelopment its categories arise during the first postwar period. After the Second World War, in publications of the United Nations began the utilization of the category underdeveloped to designate the specific-historical reality of the peripheral countries linked to the capitalist system. It was expressed, with this category, the set of properties, characteristics, links and relationships, generally-essential and specific, of the new phenomena that reached in the process of its evolution the point of its full maturity. It was the way, to say it in a different manner, that the thought was taking ownership of this new historical reality. To such a point did society become aware of the underdevelopment that innumerable dependencies arose state, international, academically and university wide by those overseeing the phenomenon.

Como el periodismo se ha alejado de los ciudadanos, los ciudadanos bus-can su información en otros lugares alternativos, así ha ido creciendo la crisis del periodismo que se ha agravado con la crisis de un sistema que busca nuevos modelos de negocio en muchas ocasiones a costa del periodismo. Menos mal que, al mismo tiempo, aparecen iniciativas, aún por consolidarse, que aportan una esperanza para el desarrollo del conocimiento.
