Book excerpt: La finalidad de esta Guía para la presentación de proyectos es servir como instrumento de trabajo a los profesionales que, tanto en el sector público como en el privado, deben preparar o analizar los antecedentes con que se someten a aprobación final y financiamiento los proyectos de desarrollo económico y social. Fue preparada por el Instituto Latinoamericano de Planificación Económica y Social (ILPES) a raíz de un acuerdo con el Banco Interamericano de Desarrollo, como forma de mejorar la formulación de proyectos de inversión en América Latina. La Guía tiene un carácter estrictamente práctico y operativo. No es un tratado que exponga los problemas técnicos referentes a la elaboración y análisis de proyectos, ni un manual que procure enseñar en detalle cómo se plantean y resuelven esos problemas en cada caso. Propone la forma de organizar y presentar los antecedentes técnicos, económicos, financieros, administrativos e institucionales que deben reunirse y analizarse al estudiar un proyecto. Después de examinar el proyecto como instrumento de planes y programas de desarrollo y de aclarar las distintas etapas y aspectos de la formulación de proyectos, considera los requisitos que suele exigir la negociación de los mismos. Trata asimismo la Guía los aspectos parciales que componen el proyecto: estudio de mercado, estudio técnico (tamaño, proceso, localización, obra física, organización, calendario, análisis de costo), estudio financiero (inversión, Análisis y proyecciones financieras, financiamiento), evaluación económica y plan de ejecución. Incluye una lista de comprobación y control que sirve para verificar el contenido de un proyecto y determinar si se ha realizado y presentado adecuadamente. Así ordenada, se quiere que la Guía pueda usarse con flexibilidad y sentido práctico, tanto para orientar la presentación de proyectos como para facilitar su análisis y evaluación. La identificación más completa de problemas y métodos no sólo permitirá mejorar la presentación de los proyectos, sino que también facilitará la elección entre proyectos alternativos. Con ese propósito la Guía intenta dar cierta homogeneidad a la forma de presentar los proyectos. De ese modo el ILPES contribuye a perfeccionar el proceso de asignación y uso de los recursos a través de un planteamiento orgánico de las decisiones de inversión y de los múltiples factores de los que depende la realización de los proyectos.

This need for "sustainable development" is and more by the responsible parties. Moreover, in the being recognised more search for solution strategies the realisation is gaining ground that tourism must be viewed as a worldwide phenomenon whose development must be co-ordinated in a co-operative effort spanning regions and continents. That the preservation of biological diversity also requires global co operation has been confirmed by over 170 countries which have already acceded to the "Convention on Biological Diversity". It is thus an important task to provide the foundations for joint action. Germany, one of the largest source countries of international tourism, must feel particularly obligated in this regard. The report published here is the result of a research project com missioned by the German Federal Agency for Nature Conservation. The study pursued and examined the thesis that the Convention on Biological Diversity be used as a central instrument for arriving at international principles and regulations for combining nature conservation and tourism which could lead to a sustainable development of tourism. To further the discussion, the authors brought the study to a logical conclusion by working out a proposal for a "tourism protocol" additional to the existing Convention on Biodiversity. Such a protocol additional to the Convention would entail the stipulation of internationally binding implementation and regulations for achieving sustainable tourism.
