But to what extent has the city affected and shaped the formation and perceptions of Lebanese national identity? Ghenwa Hayek here explores how anxieties over the past, present and future of Beirut have been articulated through a sense of dislocation present in Lebanese writing since the 1960s. Drawing on theories of cultural studies, geography and history, the author uses an interdisciplinary framework to explore the role that spaces - from rural to urban - have played and continue to play in the defining, and re-defining, of national identity in the seventy years since the creation of the Lebanese nation state. This theoretical perspective coupled with a close reading of little-explored contemporary writings lead Hayek to question the predominant assumption that Lebanese novelists only became engaged in discourses about place identity and individual and social belonging with the start of the fifteen-year civil war and the destruction of Beirut's city centre. Instead, the book shows that particular geographical imaginaries have been mobilized to describe, question and debate Lebanese identity since the 1960s and that some go back even further into the late nineteenth century. This re-reading calls for a re-evaluation of some of the most predominant assumptions about Lebanon and the processes of Lebanese identity formation across the country's modern history. Examining a wide range of modern and contemporary literature, Hayek charts the rise to cultural prominence of the city of Beirut as a significant player in shaping perceptions of Lebanese culture and identity.

Engin Akarli examines the sociopolitical changes resulting from the negotiations and shifting alliances characteristic of these crucial years. Using previously unexamined documents in Ottoman archives, Akarli challenges the prevailing view that attributes modernization in government to Western initiative while blaming stagnation on reactionary local forces. Instead, he argues, indigenous Lebanese experience in self-rule as well as reconciliation among different religious groups after 1860 laid the foundation for secular democracy. European intervention in Lebanese politics, however, hampered efforts to develop a correspondingly secular notion of Lebanese nationality. As ethnic and religious strife increases throughout much of eastern Europe and the Middle East, the Lebanese example has obvious relevance for our own time.

Book excerpt: Understanding Non-State Actors aims to reduce the scarcity of academic literature on armed non-state actors (NSAs) that have always been a part of world politics and wars. This monograph offers, possibly for the first time, a systematic historical review as well as a substantive theory of NSAs and their arming efforts. From the Jewish rebellions against Rome to the war between the Ukrainian separatists and the Ukrainian government, NSAs’ weapons acquisition has been vital for the build-up of their force, enabling both the employment of that force and its sustainability. While weapons are not necessarily the most important factor in military build-up, NSAs need weapons to fight, and revolts usually erupt after the organizers have acquired a certain number of weapons. Conversely, many revolts lose momentum and operations are not carried out, or turn ineffective, due to shortages of arms and ammunition. A major theme of this monograph is that in spite of dramatic political and technological changes, armed NSAs in different periods have employed similar methods to acquire weapons. Self-production, looting and stealing, external support, and the arms trade were always the major ways for NSAs to acquire weapons, though the importance of each method and the type of arms has changed remarkably over time. Understanding Non-State Actors discusses the factors – political, social, cultural, technological, and organizational – that have both facilitated and constrained the ability of NSAs to acquire arms. Book excerpt: A meticulous deconstruction of Maronite history writing and the ways in which Lebanese nationalist myths have been invented and perpetuated by historians As a frequently contested territory, Mount Lebanon has an equally contested history, one that is produced, shaped, and revised by as many players as those who molded the Lebanese state since its inception in 1920. The Lebanese Maronite Church has had more at stake in the process of history writing than any other group or institution. It is arguably one of the most influential institutions in Lebanese history and definitely the most influential institution in the country at the moment of the state’s birth. Writing the History of Mount Lebanon traces the genealogy of Maronite identity by examining the historical traditions that shaped its contemporary manifestation. It explores the presence of a tradition in Maronite Church historiography that was maintained by the historians of the Church, whose claims and hypotheses ultimately defined the communal identity of the Maronites in Mount Lebanon and deeply influenced subsequent Lebanese national identity. Rooted in a reexamination of the existing literature and bringing evidence to bear on this particular aspect of history-writing in Lebanon, it shows how early Maronite ecclesiastic historiography’s plea for inclusion as a part of Catholic orthodoxy was transformed and recast in subsequent centuries by lay and secular historians into a demand for exclusion and exclusivity, which in turn led to the rise of exclusivist political identities based on sectarian belonging in Mount Lebanon. Ultimately, Mouannes Hojairi shows how history-writing is one of the main instruments in generating and perpetuating nationalist ideologies and how historians are central agents of nationality.

Book excerpt: Focusing on Ottoman Lebanon, Ussama Makdisi shows how sectarianism was a manifestation of modernity that transcended the physical boundaries of a particular country. His study challenges those who have viewed sectarian violence as an Islamic response to westernization or simply as a product of social and economic inequities among religious groups. The religious violence of the nineteenth century, which culminated in sectarian mobilizations and massacres in 1860, was a complex, multilayered, subaltern expression of modernization, he says, not a primordial reaction to it. Makdisi argues that sectarianism represented a deliberate mobilization of religious identities for political and social purposes. The Ottoman reform movement launched in 1839 and the growing European presence in the Middle East contributed to the disintegration of the traditional Lebanese social order based on a hierarchy that bridged religious differences. Makdisi highlights how European colonialism and Orientalism, with their emphasis on Christian salvation and Islamic despotism, and Ottoman and local nationalisms each created and used narratives of sectarianism as foils to their own visions of modernity and to their own projects of colonial, imperial, and national development. Makdisi's book is important to our understanding of Lebanese society today, but it also makes a significant contribution to the discussion of the importance of religious discourse in the formation and dissolution of social and national identities in the modern world.
