Book excerpt: Fishing for a Solution provides a detailed, policy-based account of the development of Canada's fisheries relations with the European Union. It covers over 35 years of this contentious international relationship, from the extension of Canada's fisheries jurisdiction to 200 miles in 1977 and the creation of the Northwest Atlantic Fisheries Organization (NAFO) two years later, to the development of a proposed new NAFO Convention in 2007, which awaits formal approval. Based on the experience of participants from inside the deliberations and negotiations, the book explores the impact of Canada's internal politics on international fisheries negotiations. For anyone interested in the workings of Canadian foreign policy, resource policy or in the complexities of managing international relations, it offers a unique account of the development of Canada-EU fisheries relations, blending the academic perspective of a long-time student of those relations with the insights of two former senior public servants who led the international affairs directorate of Canada's Department of Fisheries and Oceans .

Book excerpt: Nils Petter Gleditsch International Peace Research Institute, Oslo (PRIO) & Department of Sociology and Political Science, Norwegian University of Science and Technology, Trond heim This book could hardly have happened but for the end of the Cold War. The decline of the East-West conflict has opened up the arena for increased attention to other lines of conflict, in Europe and at the global level. Environmental disruption, not a new phenomenon by any means, is a chief beneficiary of the shift in priorities in the public debate. The Scientific and Environmental Affairs Divi sion of NATO has moved with the times and has defined environmental security as one of its priority areas for cooperation with Central and Eastern Europe and countries of the former Soviet Union. This book is the main output of an Advanced Research Workshop (ARW), held in Bolkesjl/l, Norway, 12-16 June 1996. I would like to acknowledge the personal support of L. Veiga da Cunha, Director of the Priority Area on Environmental Security. Research on these issues is now very much a collaborative effort across former lines of division in Europe. NATO encourages, indeed requires, that this be reflected in the composition of the participants, as well as the organizing committee. This meeting was organized by a group of five people from five different countries: Lothar Brock (Germany), Nils Petter Gleditsch (Norway), Thomas Homer-Dixon (Canada), Renat Perelet (Co-Director, Russia), and Evan Vlachos (USA).

Available in PDF, EPUB and Kindle. Book excerpt: Ecosystem-based fishery management (EBFM) is rapidly becoming the default approach in global fisheries management. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.

Multiple fora are trying to incrementally shift the fisheries management course towards a sustainable future. Recasting Transboundary Fisheries Management Arrangements in Light of Sustainability Principles reviews and critiques key recasting efforts with a primary focus on Canada’s transboundary fisheries management arrangements for the Pacific and Atlantic oceans. It provides a primer on the international law and policy framework governing transboundary fisheries and offers bilateral and regional case studies in the search for more principled fisheries governance approaches based on the new sustainability imperatives. This book offers current Canadian and international perspectives on the challenges facing regional fisheries management organizations, as well as bilateral and national arrangements, as they face the tides of sustainability reform. Struggles to implement precautionary and ecosystem approaches are especially highlighted.

General Assembly resolutions designed to protect the deep-ocean from the destructive impact of fishing. This is the first comprehensive scientific review of the mgmt. of deep-sea fishing on the high seas globally, this report examines the data available from Regional Fisheries Management Organization (RFMOs), the bodies tasked with implementing the U.N. resolutions. It concludes that ¿RFMOs are failing to manage deep-sea bottom fisheries on the high seas sustainably with respect to target and by-catch species. For most fisheries there is little or no info. on the status of stocks and in many cases we do not even know what is being caught where." Illus. A print on demand report.

Available in PDF, EPUB and Kindle. Book excerpt: Now in its 12th year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly, Meeting of State Parties to the 1982 UN Law of the Sea Convention, ISBA, ITLOS, Follow-Up to the UN Straddling Fish Stocks and Small Island States Conferences, Panama Canal, ECOSOC, UNEP and UNCTAD are included first, followed by the documents of FAO, IAEA, IMO, UNESCO/IOC. As in the previous volumes, documents which were issued in the course of 1996 are reproduced, while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access by the community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1992 UN Law of the Sea Convention into force on 16th November 1994 and of the Part XI Agreement - on 28 July 1996, and progress in the implementation of Chapter 17 of Agenda 21, make continuation of this assistance of particular significance in the years to come. The members of the Yearbook's Advisory Board are: Judges Abdul Koroma and Shigeru Oda of the ICJ, Judges Thomas Mensah, Dolliver Nelson and Tullio Treves of the ITLOS, as well as Rosalie Balkin, Edward Brown, Lee Kimball, Bernard Oxman and Shabtai Rosenne.
