Book excerpt: "Economic growth in Northern Ontario is slow relative to the rest of Ontario and Canada as a whole. The region's economy has historically been concentrated in natural resource sectors, driving a need for economic diversification and the transition to a knowledge economy. However, challenges include stagnating population growth, lower levels of education, as well as limited municipal resources available to invest in economic growth. Furthermore, while Northern Ontario encompasses 90% of Ontario's land mass, it represents only 6.5% of the province's population, which creates difficulties for both economic growth and program delivery. FedNor, under Innovation, Science and Economic Development Canada (ISED), is the Government of Canada's economic development organization for Northern Ontario. The Northern Ontario Development Program (NODP) is FedNor's primary program for encouraging economic growth, diversification, job creation and self-reliant communities in Northern Ontario. To achieve these objectives, the NODP provides financial support to economic development projects led by municipalities, small and medium-sized enterprises (SMEs), not-for-profit organizations, and other community groups, including First Nations communities. From 2011-2012 to 2014-2015, NODP Grants and Contributions (G&C) totalled approximately $130M"--Program overview.

Book excerpt: This book examines the influence of transport costs on regional economic development in northern Ontario. It begins with an overview of the Canadian freight rate structure, with emphasis on railway rates, and a brief look at the history of federal rate policy. A theoretical model of rate determination is then constructed to permit measurement of the impact on producers and consumers of alternative rate-setting policies. Using econometric techniques and 1975 data, rate changes are related to the inputs and outputs of northern Ontario’s economy, and the effect on the region of subsidies and regulations is discussed. Freight rates on inbound shipments are found to be much higher than on goods exported from the area. A central discovery is that regulations limiting competition in the Ontario trucking industry have raised highway freight rates significantly beyond the national average. In this situation transport subsidies are unlikely to affect rates, Professor Bonsor argues; the most effective way to lower unduly high freight rates in northern Ontario, he suggests, is to eliminate entry restrictions and promote vigorous competition in the highway trucking industry.

The literature is reviewed in the following terms: the financial market, traditional and non-traditional strategies for development, resource-dependent communities, and government roles and policies in economic development. The review is organised into topics including the role of entrepreneurship, urban community development in Canada, and local industrial development. The next sections examine selected measures of sustainable forestry and community development, and factors involved in northern Ontario community development. Finally, an input-output analytic model is presented for assessing impact on a community of expenditures on investment projects and other activities at the local and provincial level. The analysis is illustrated for a hypothetical case where the output of pulp and paper operations in Kapuskasing, Ontario is valued at 150 million. Economic impact results are supplemented by discussion of some general socio-economic indicators produced by the model.
