This book is about the delivery of that 'new beginning for policing' in Northern Ireland, achieved at a time when most commentators considered the Policing Board was itself likely to fragment along traditional community lines. The story of the Policing Board, from its establishment in 2001 through to the reconstitution of the membership in 2009 is in many ways an inspirational one, showing what can be done by politicians and community representatives working together to bring about a fundamentally different way of policing that better meets the needs of the whole community. It offers valuable lessons and contemporary insights for law enforcement officers, accountability 'bodies' and academics world-wide, in key areas, including the need for a police service's composition to reflect the community that it serves; promoting public confidence in policing and policing with the community; upholding human rights in the context of policing civil unrest and terrorism; how to hold a police service to account while providing the support it requires; and dealing with the legacy of inter-communal violence with over 3,500 deaths. Drawing largely on publicly available material, it is an account by two individuals uniquely well-placed to produce an authoritative record: Professor Sir Desmond Rea, the Policing Board's Chairman for its first eight and a half years, and Robin Masefield, the senior civil servant who headed the British Government's team implementing the recommendations of the Independent Commission.

Book excerpt: This is the Comptroller and Auditor General's sixth report on the Northern Ireland Policing Board's performance plans. The 30 performance targets for 2008-09 are reasonable and have clear deadlines for achievement, though 16 do not have a clear volume or percentage for improvement. Some performance targets have been dropped since the previous plan, but again no explanation has been given. The Policing Board's assessment of its own and the Chief Constable's performance is reasonable, though 11 targets are reported as not achieved with no narrative to explain the reasons why. The Board and the Police Service of Northern Ireland (PSNI) have decided not to continue with the Best Value methodology in support of their continuous improvement arrangements, but no new approach is yet in place. The Board completed post implementation reviews of three of the four Best Value reviews from 200-06 and 2006-07: this highlighted that whilst implemented recommendations have delivered improvements there were 94 (28 per cent) of the 194 recommendations not implemented as at March 2008.The PSNI have developed a database which is intended to track the progress towards the implementation of recommendations for improvement from external oversight bodies.

The Board is required to prepare and publish a performance plan for each financial year, detailing how the continuous improvement arrangements are to be implemented. Under the Act, the Board must also prepare and publish a performance summary. This report from the C&AG, the second following the devolution of policing and justice powers to the Northern Ireland Assembly, reviews the systems underpinning the plan and performance summary. It is not an audit of PSNI's performance. Key recommendations include: where quantitive targets are used, the Board and PSNI should seek to strike a balance between being realistic but also challenging in their aspirations for improvement; the new Policing Board and the PSNI have an opportunity to redefine the relationship between them. This should be based on the principles of openness and accountability; the Board and the police should seek to mainstream continuous improvement in the work of the PSNI, in particular through greater integration of continuous improvement work streams with other significant service delivery initiatives

Book excerpt: This book provides an account and analysis of policing in Northern Ireland, providing an account and analysis of the RUC (Royal Ulster Constabulary) from the start of 'the troubles' in the 1960s to the early 1990s, through the uneasy peace that followed the 1994 paramilitary ceasefires (1994-1998), and then its transformation into the Police Service of Northern Ireland following the 1999 Patten Report. A major concern is with the reform process, and the way that the RUC has faced and sought to remedy a situation where it faced a chronic legitimacy deficit. Policing Northern Ireland focuses on three key aspects of the police legitimation process: reform measures which are implemented to redress a legitimacy crisis; representational strategies which are invoked to offer positive images of policing; and public responses to these various strategies. Several key questions are asked about the ways in which the RUC has sought to improve its standing amongst nationalists: first, what strategies of reform has the RUC implemented? second, what forms of representation has the RUC employed to promote and portray itself in the positive terms that might secure public support? third, how have nationalists responded to these initiatives? The theoretical framework and analysis developed in the book also highlights general issues relating to the implications of police legitimacy and illegitimacy for social conflict and divisions, and their management and/or resolution, in relation to transitional societies in particular. In doing so it makes a powerful contribution to wider current debates about police legitimacy, police-community relations, community resistance, and conflict resolution.

This NAO report represents part of the Comptroller and Auditor General's function to audit the Best Value Performance Plan, setting out any actions and recommendations for the consideration of Parliament, Members of the Policing Board and the Chief Constable. A number of findings and recommendations are as follows: both the Policing Board and the PSNI can improve how they present what they do, and where quality improvements have taken place to the general public; that the Board and the PSNI have significantly improved the quality of their performance indicators and standards for 2005-06 period; that the Best Value philosophy should be further embedded in the both the Board and PSNI, so that key issues for improvement maybe more effectively identified; that internal PSNI reviews should embody a stronger "Competition" criteria, when carrying out assessments; the PSNI should ensure that when they implement their new information systems strategy, that a consistent business process analysis is set in place, along with a frequent updating of any programme plans, and that any business changes and benefits are clearly identified.

This is the fourth NAO report on the audit of the current best value performance plan. The Policing Board and PSNI have made significant progress in implementing the recommendations of past inspections by NAO and HM Inspector of Constabulary. The proposed performance indicators and standards for 2006-07 are reasonable, but could be improved. Some previous indicators have been dropped, and an explanation would help transparency. The methodology used to select the Best Value Reviews is thorough but again the decision-making process is not clear. The report also recommends improvements in the reporting of performance against standards, particularly where standards have not been achieved.
