Under Chapter 11 of the Yukon First Nations Umbrella Final Agreement, a new process for planning has been in place since 1993. Through qualitative, interview-based research, I explore possible factors that either hinder or facilitate successful planning. I used the North Yukon regional land use planning effort as a case study example of the first plan to be successfully approved in Yukon history. A number of challenges resulting from poorly defined roles and responsibilities caused notable struggles and conflict throughout the process, but fortunately, strong political support and micro and meso - level organization, combined with a solid team of skilled and dedicated people, allowed the process to ultimately succeed. Lessons learned and recommendations for future regional planning initiatives are discussed.

Book excerpt: The evolving nature of land use planning in the Yukon with the onset of First Nations land claim agreements has meant that process has become more inclusive and comprehensive, but in doing so the amount of consultation required has increased the amount of time necessary to produce land use plans. Under the Umbrella Final Agreement, proposed development is compared against existing land uses, the desired future state of the region, and broader sustainability planning objectives that are present in land use plans in order to determine conformity. However, only one of eight regions has an approved land use plan. With development rapidly increasing and the differing scale of which these planning and assessment operate, the intent of the relationship between these two processes has become underutilized. While development forges onward, the concern over cumulative effects has become a focal point in territorial environmental management discourse. It is widely recognized that typical assessment environmental processes are incapable of effectively accounting for cumulative effects although such considerations are a regulatory requirement. This is due to the poorly understood nature of cumulative effects, its ambiguous definition/application, and the narrow project-level spatial scope of assessment, among other reasons. As a result, failure to account for such potentially significant landscape change presents a substantial liability of the federal and territorial governments to uphold the intent of the Umbrella Final Agreement. The aim of this research is to illuminate any insights into how the land use planning process can be improved and harmonized to improve strategic guidance to environmental assessment in order to more effectively manage potential cumulative effects. The results of this research support the need for a more collaborative decision-making model and a more equitable distribution of the concentration of decision-making authority of land use plans.
