En ella se pone especial atención en la estrecha relación existente entre la Comisión de Aplicación de Normas de la Conferencia y la Comisión de Expertos, así como en la forma en que han evolucionado a lo largo de los años las respectivas funciones de estos dos órganos. Asimismo, se ofrece información útil sobre la metodología general utilizada por la Comisión de Expertos y sobre los debates recientes en torno al mandato de la Comisión. En la segunda parte del presente estudio se propone una selección de 18 casos, en los que se han observado progresos importantes en la aplicación de los convenios de la OIT ratificados, a raíz de los comentarios formulados por la Comisión de Expertos, a menudo conjuntamente con otros órganos de la OIT o de las Naciones Unidas.
