Y que en el caso de que éstos reconozcan derechos humanos y prohíban su limitación en los estados de excepción prevalecen en el orden interno, mandatos que la Corte Constitucional ha seguido para fundamentar decisiones transcendentales, y que por virtud del efecto jurídico directo que les caracteriza son un valioso instrumento en la solución de las controversias entre empleadores y trabajadores.Considerando la importancia y la necesidad de difundir esta temática en el medio, el Centro de Investigaciones Laborales del Departamento de Derecho Laboral de la Universidad Externado de Colombia adelantó la investigación denominada "Normas Internacioanles de trabajo: doctrina y jurisprudencia constitucional", cuyo objetivo es el de seleccionar, clasificar y analizar las sentencias de la Corte Constitucional en materia laboral y de seguridad social, en las cuales se utilizan las NIT con el fin de suministrar a los operadores jurídicos y especialistas de la disciplina una herramienta de consulta que les permita familiarizarse con los elementos teóricos de esta normativa y enriquecer su ejercicio profesional mediante la aplicación de las correspondientes disposiciones a la casuística colombiana. Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.
