Book excerpt: Available online: https://pub.norden.org/temanord2021-503/ Most Nordic labour market and welfare state models are shaped around the notion of the standard full-time open-ended contract. However, the recent development in non-standard work (NSW) may challenge these institutions. In this TemaNord report, we analyse the recent development of NSW within the context of the Nordic models. We draw on Nordic Labour Force Survey data to map the recent development in the well-known forms of NSW, and through in-depth case studies, we explore emerging NSW practices and policy responses. There has been a fairly stable development in NSW across the Nordics, but the sector specific statistics and case studies display significant changes beneath this still surface. We find examples of novel policy responses to these developments, but the corona crisis also revealed gaps in the Nordic social- and employment protection regarding emerging forms of NSW.

Book excerpt: This report has been commissioned by the Labour Market Committee of the Nordic Council of Ministers. The chief aim is to provide policy-relevant knowledge by conducting a comparative analysis of refugee labour-market integration in Scandinavia. Instead of focusing on the well-known employment gap or the fiscal impact of refugee unemployment, this study investigates the divergent impacts of integration programmes and settlement policies for refugees from different backgrounds. Through longitudinal comparative analysis, this study examines the labour-market integration of refugees in Denmark, Norway and Sweden, searching for explanations of cross-national differences by combining statistical analyses with in-depth analyses of national policies and governance structures.

This report aims to make a contribution to further research into the consequences of the pandemic.

Book excerpt: Available online: https://pub.norden.org/temanord2023-501/ This research report is part of a project examining how to increase labour force participation among vulnerable groups (young people, seniors, immigrants, and disabled people) in the Nordic countries. The purpose of this report is to provide a description of the vulnerable groups in the Nordic labour markets and analyse differences in labour force participation among these groups. We find that no country outshines all the others regarding labour force participation for these vulnerable groups. This highlights the fact that cross-country learning and collaboration can be fruitful in the future. In the forthcoming phases of this project, we will identify relevant barriers that lead to labour market exclusion and develop a method to group people, according to these barriers. The aim is to formulate policy recommendations to improve the labour market attachment among vulnerable groups.

Book excerpt: Denmark, Finland, Norway and Sweden face similar problems of integrating large groups of immigrants, especially low-educated ones from outside the EU, into their labour markets. In this volume, researchers from across the Nordic Region analyse how labour market integration of immigrants can be promoted. Education policy, active labour market policy, social benefit policy and wage policy are analysed. A key conclusion is that no single policy is likely to suffice. Instead, various policies have to be combined. The exact policy mix must depend on evaluations of the trade-offs with other policy objectives.

Available in PDF, EPUB and Kindle. Book excerpt: In 1954 the Nordic countries entered a formal agreement on free labour mobility. Migration profiles have changed very much over the years since then. The Nordic agreement on free mobility is however still a clear advantage, both for the affected individuals and for the participating countries. The report contains a survey of earlier studies of the impact from the Nordic labour market agreement, followed by a broad description of the actual mobility over the 50 years since 1954. Next, the report surveys the actual factors behind the intra-Nordic mobility with special emphasis on cyclical differences between the countries. This is followed by in-depth analyses of characteristics of intra-Nordic migrants compared with people migrating out of the Nordic area. Book excerpt: This book investigates the paradox of rich countries of Western Europe, who have high levels of poverty whilst proclaiming its eradication as one of the primary social and economic goals. It looks at how policies often do not achieve their goals, why countries need mechanisms to reduce wage inequality and why they choose to provide universal benefits instead of systems of selective benefits targeted at the poor. Along with cross-countries comparisons, the volume also presents analysis of the minimum income in France, Portugal, Italy, Finland, Ireland, Belgium, and Greece.

Available in PDF, EPUB and Kindle. Book excerpt: Globalisation and demographic trends underline the twin challenge of the Nordics with productivity stagnation and a decreasing work force. Increasing productivity and the work force will be an answer to both. A good work environment can do both: If less people have to take sick leave as result of bad work environments, this will contribute to increasing the work force. Also, for some time, a relationship between work environment and productivity has been hypothesised. Happy, healthy workers, in short, are more productive than not-so-happy and not-so-healthy workers are. This report is based on the most comprehensive empirical study of the cohension between working envi-ronment and productivity. It confirms the hope of many, i.e. that improvements in working environment and improved productivity are highly correlated. The results are robust across time and the investigated countries.

Available in PDF, EPUB and Kindle. Book excerpt: How do technology, public works projects, mental health, race, gender, mobility, retirement benefits, and macroeconomic policies affect worker well-being? This volume contains fourteen original chapters utilizing the latest econometric techniques to answer this question. The findings include the following: technology gains explain over half the decline in U.S. unemployment and over two-thirds the reduction in U.S. inflation; universal health coverage would reduce U.S. labor force participation by 3.3 per cent; blacks respond to regional rather than national changes in schooling rates of return, perhaps implying a more local labor market for blacks than whites; employee motivation enhances labor force participation, on-the-job training, job satisfaction and earnings; male and female promotion and quit rates are comparable once one controls for individual and job characteristics; public works programs designed to increase a worker's skills do not always increase reemployment; and, U.S. pension wealth increased about 20 per cent - 25 per cent over the last two decades.
