Book excerpt: This report discusses how policymakers should deal with economic distortions on the cost-side of cost-benefit analysis in the area of environmental policies, and assesses the existing Nordic guideline recommendations. The two types of economic distortions are distortions to product markets, which are almost by definition tied to environmental policy interventions, and distortions to labour supply decisions. Drawing on best practices from the literature, we formulate a number of key principles useful for assessing the impact on labour supply decisions and welfare on product markets from policy interventions. Four analytical examples are included to illustrate the importance of these principles for the correct quantification of distortionary impacts, especially the importance of taking into account pre-existing policy induced distortions.

Available in PDF, EPUB and Kindle. Book excerpt: PFAS (per and polyfluoroalkylsubstances) are known to be extremely difficult to degrade in the environment and to be bioaccumulative and toxic. Exposure to PFAS is suspected to increase the risk of adverse health effects, such as impacts on the thyroid gland, the liver, fat metabolism and the immune system. This study estimates the socioeconomic costs that may result from impacts on human health and the environment from the use of PFAS. Better awareness of the costs and problems associated with PFAS exposure will assist decision-makers and the general public to make more efficient and timely risk management decisions. Findings indicate that the costs are substantial, with annual health-related costs estimated to 2.8 – 4.6 billion EUR for the Nordic countries and 52 – 84 billion EUR for all EEA countries. Overall non-health costs are estimated at 46 million – 11 billion EUR for the Nordic countries.Upon request the excel spreadsheets used for the monetarisation and valuation in this report can also be provided along with a guidance on how to use the estimation of costs for value transfer. Labeling is just one way of providing information; there are many other information channels, such as databases on the Internet, the home pages of organizations and companies, brochures, and the media. Existing labels should be strengthened and developed, but at present it is more important to open up to development, information, and debate about ethical conditions in the production and trade, rather than introducing new ethical labels. In this context, the media have an important role to play. The majority of consumers have an attitude to ethics in the production of food, but few act in accordance with this attitude. Consumers expect that others, i.e. the retail trade, have taken a stance on ethical requirements, and that the products offered in the market respect a reasonable ethical standard. The results of the seminar show that no major breakthrough for ethical concerns in production and consumption can be expected in the short term, especially not at a time characterized by fierce price competition. The consumers' commitment to ethical conditions should, however, be used to stimulate progress and strengthen the competitive position of the companies that have already taken on social responsibility.

Book excerpt: The Nordic countries have collaborated in setting guidelines for dietary composition and recommended intakes of nutrients for several decades through the joint publication of the Nordic Nutrition Recommendations (NNR). This 5th edition, the NNR 2012, gives Dietary Reference Values (DRVs) for nutrients, and compared with earlier editions more emphasis has been put on evaluating the scientific evidence for the role of food and food patterns contributing to the prevention of the major diet-related chronic diseases. Recommendations on physical activity are included and interaction with physical activity has been taken into account for the individual nutrient recommendations wherever appropriate. A chapter on sustainable food consumption has been added. A Nordic perspective has been accounted for in setting the reference values.The NNR 2012 has used an evidence-based and transparent approach in assessing associations between nutrients and foods and certain health outcomes. Systematic reviews form the basis for the recommendations of several nutrients and topics, while a less stringent update has been done for others. The systematic reviews and individual chapters have been peer reviewed and the systematic reviews are published in the Food & Nutrition Research journal. The draft chapters were subject to an open public consultation. Recommendations have been changed only when sufficient scientific evidence has evolved since the 4th edition. The primary aim of the NNR 2012 is to present the scientific background of the recommendations and their application. A secondary aim is for the NNR 2012 to function as a basis for the national recommendations that are adopted by the individual
