Book excerpt: As the biggest consumer of state money, the Texas public school finance system directed almost $50 billion into education in the 2010-11 school year. In May of 2006, during the third called session of the 79th Texas Legislature, lawmakers passed House Bill 1, (HB 1), creating a target revenue system for funding school districts. This study examined the fiscal impact of this legislatively mandated wealth equalization system (HB 1) for funding public education in Texas on school districts identified as property wealthy (Chapter 41) school districts by comparing school district values for five financial indicators at two points in time. Data for study were collected for 157 Texas public school districts identified as property wealthy school districts (Chapter 41 districts) for both the 2006-2007 and 2009-2010 school years. The five financial indicators for which data were collected included: (1) district maintenance and operations (M&O) tax rate, (2) district interest and sinking (I&S) tax rate, (3) Comptroller Property Tax Assistance Division (CPTD) district property wealth, (4) district audited fund balance, and (5) district recaptured funds. Difference scores were computed by subtracting the 2006-2007 school year value for each dependent variable from the 2009-2010 school year value for the same variable. Each research question was tested using the null hypothesis of no difference in the 2006-2007 and 2009-2010 values for each dependent variable. The results of testing the null hypotheses indicated a statistically significant difference in four of the five financial indicators. According to the study results, from 2006 to 2010, 157 Chapter 51 public school districts in Texas decreased their M&O tax rates, increased I&S tax rates, sent less recaptured money back to the State, while at the same time increased the amount of money in reserve fund balance. However, the increase in fund balance for Chapter 41 school districts did not increase at a significant level. CPTD property values for Chapter 41 school districts also increased at a significant level. Therefore, the impact of HB 1 on the financial health of Chapter 41 property wealthy Texas public school districts did not have a negative fiscal impact.
