Although the threat of NBC attack is widely recognized as a central national security issue, most analysts have assumed that the primary danger is military use by states in war, with traditional military means of delivery. The threat of covert attack has been imprudently neglected.Covert attack is hard to deter or prevent, and NBC weapons suitable for covert attack are available to a growing range of states and groups hostile to the United States. At the same time, constraints on their use appear to be eroding. This volume analyzes the nature and limits of the covert NBC threat and proposes a measured set of policy responses, focused on improving intelligence and consequence-management capabilities to reduce U.S. vulnerability.About the authors: Richard A. Falkenrath is Assistant Professor of Public Policy at Harvard's Kennedy School of Government. He served as Executive Director of the Belfer Center for Science and International Affairs (BCSIA) and, before that, as a Research Fellow. He is the author and co-author of Shaping Europe's Military Order (1995), Avoiding Nuclear Anarchy (1996), America's Achilles' Heel:Nuclear, Biological, Chemical Terrorism and Covert Attack (1998), and numerous journal articles and chapters of edited volumes. Falkenrath has been a Visiting Research Fellow at the German Society of Foreign Affairs (DGAP) in Bonn. He holds a PhD from the Department of War Studies, King's College, London, where he was a British Marshall Scholar, and is a summa cum laude graduate of Occidental College, Los Angeles, with degrees in economics and international relations. He is on leave in 2001-2002 and is currently serving as Director for Counterproliferation and Homeland Defense at the National Security Council.Bradley A. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Arguments over verification principles and procedures are increasingly common for accords about the environment, human rights, and economics, but they have been especially important in the arena of national security. Nancy Gallagher explains, "In a world in which states face conflicting pressures to maximize military capabilities and negotiate mutual restraints, the prospects for arms control often hinge on verification . . . In the standard American formulation, verification is the 'critical element of arms control.'" In The Politics of Verification, Gallagher explores the causes of verification controversies and the processes through which they are perpetuated or provisionally resolved. By examining nuclear test ban negotiations from the Eisenhower through the Clinton administrations, Gallagher finds that the assumptions about verification that have dominated U.S. policy shape domestic debates in ways that hinder stable agreement on significant test restrictions. She focuses on the dynamic interconnections between domestic and international politics, and analyzes the slow process of coalition building when conflicting interests and ideas create divisions both among and inside states. Gallagher concludes that the end of the Cold War has altered the arms control context without resolving basic questions about the appropriate amount and type of verification. Thus, the negotiation and ratification of major cooperative accords will continue to be shaped by verification compromises and coalitions.
