Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

All U.S. coasts show signs of nutrient over-enrichment, and scientists predict worsening problems in the years ahead. Clean Coastal Waters explains technical aspects of nutrient over-enrichment and proposes both immediate local action by coastal managers and a longer-term national strategy incorporating policy design, classification of affected sites, law and regulation, coordination, and communication. Highlighting the Gulf of Mexico's "Dead Zone," the Pfiesteria outbreak in a tributary of Chesapeake Bay, and other cases, the book explains how nutrients work in the environment, why nitrogen is important, how enrichment turns into over-enrichment, and why some environments are especially susceptible. Economic as well as ecological impacts are examined. We still have air pollution; we still contaminate our water supplies; we still dispose of hazardous materials improperly; we still destroy natural habitats as if no other species mattered. And worst of all, we still continue to populate the earth at an alarming rate. There is still a need for this book, and for the college and university courses that use it as a text, and perhaps this need is more acute now than it was several decades ago. Although the battle to preserve the environment is still raging, some of the rules have changed. We now must take into account risk to humans, and be able to manipulate concepts of risk management. With increasing population, and fewer alternatives to waste disposal, this problem is intensified. Environmental laws have changed, and will no doubt continue to evolve. Attitudes toward the environment are often couched in what has become known as the environmental ethic. Finally, the environmental movement has become powerful politically, and environmentalism can be made to serve a political agenda.In revising this book, we have attempted to incorporate the evolving nature of environmental sciences and engineering by adding chapters as necessary and eliminating material that is less germane to today's students. We have nevertheless maintained the essential feature of this book -- to package the more important aspects of environmental engineering science and technology in an organized manner and present this mainly technical material to a nonengineering audience.This book has been used as a text in courses which require no prerequisites, although a high school knowledge of chemistry is important. A knowledge of college level algebra is also useful, but calculus is not required for the understanding of the technical and scientific concepts.We do not intend for this book to be scientifically and technically complete. In fact, many complex environmental problems have been simplified to the threshold of pain for many engineers and scientists. Our objective, however, is not to impress nontechnical students with the rigors and complexities of pollution control technology but rather to make some of the language and ideas of environmental engineering and science more understandable.

Book excerpt: The city of Pittsburgh and surrounding area of southwestern Pennsylvania face complex water quality problems, due in large part to aging wastewater infrastructures that cannot handle sewer overflows and stormwater runoff, especially during wet weather. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.
