Book excerpt: The dynamic environment of the post-Cold War era has increased the probability that the United States will be called upon more frequently to use military personnel in untraditional, noncombat missions. In his January 1994 report to the President and Congress, Secretary of Defense William J. Perry stated: "The fundamental foreign policy goal of the United States is a stable world order in which democratic values and free trade can flourish." The evolving multipolar world, with its border disputes and ethnic, tribal, and religious conflicts, jeopardized the United States' interests in regional security, democratic freedoms, free markets, and human rights. Historically, governments have utilized their armed forces as instruments of national power in order to achieve political objectives. Today, the US and other nations continue to supplement their political, economic, and informational instruments of national power with use of their military forces through what are broadly termed "peace operations" or "Operations Other Than War." Unlike its counterparts in other nations, the US military has a unique asset which can enhance the success of peace operations. This asset is the Civil Affairs units which are specially trained to support the civil-military aspects of missions during either wartime or peacetime. This paper will discuss the United States use of Army Civil Affairs elements in the peace operations recently undertaken in Somalia and Rwanda plus a limited synopsis of the recent deployment to Haiti. First, it will provide an overview of emerging military doctrine and definitions of peace operations and operations other than war. It will include a brief review of the types of military activities in these operations and the complex environments in which they occur. Second, this paper will briefly review recent historical examples of US involvement in peace operations. This will be followed by a review of the organization, roles, and capabilities of Army Civil Affairs (CA) elements. Next, an overview of US military involvement in the recent missions in Somalia, Rwanda, and Haiti will follow. This discussion will include a summary of the utilization of CA elements in these operations. Finally, recommendations will be offered to strengthen planning and preparation for future military support of peace activities.

Book excerpt: This Joint Chiefs of Staff publication examines the almost 300 US military deployments that occurred between 1989 and 2001. At the time the large number of these deployments appeared to overtax the US military and support theories of global chaos. Tis analysis of the American military experience and operations in the post-Cold War decade demonstrates that the operations were neither as diffuse nor as numerous as first thought. Instead of looking at hundreds of disparate operations ranging the globe, grouping common operations in specific regions significantly reduces the overall total and clarifies the focus of the deployments. Moreover, the nature of the operations comports with a long US military tradition of law enforcement, disaster relief, humanitarian assistance, and nation building as well as constabulary operations, including pacification and so-called small wars. A discussion of Clinton and Bush presidential travel is included. The pattern of operations seems perplexing in part because they were listed as individual responses to separate emergencies and not conceptualized as parts of broader campaigns. Stability operations in the Balkans and Iraq, for example, assigned new names to iterations or single tasks of the continuing operations and obscured the fact that these were two regional campaigns, not almost 100 separate ones. The profusion of names also appeared in the continuing drug enforcement and migrant interdiction operations in the Caribbean and Panama. Humanitarian operations during the decade responded to an average of three disasters per year, half in the Western Hemisphere where autumn hurricanes, spring floods along the Missouri and Mississippi, and summer fires in the western part of the United States were almost predictable events. Other deployments included non-combatant evacuation (NEO) operations and support of travel by senior executive branch officials. Experts were misled by the variety of names and the numbers of military personnel involved in deployments relative to the size of the total overseas forces. In any one year, fewer than five percent of US military personnel stationed overseas were deployed on operations and most of them were in the Balkans or Southwest Asia, namely Iraq. Major units in demand were not conventional combat formations but military police, engineers, civil affairs, and Special Forces as well as specialized aircraft for reconnaissance, surveillance, and air defense suppression. The Army's and Air Force's reliance on reservists offset the operational tempo at least to some degree.

With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets. Beginning with the seventeenth-century wars of the English colonies, Americans typically increased their military capabilities at the beginning of conflicts only to decrease them at the apparent conclusion of hostilities. In Drawdown: The American Way of Postwar, a stellar team of military historians argue that the United States sometimes managed effective drawdowns, sowing the seeds of future victory that Americans eventually reaped. Yet at other times, the drawing down of military capabilities undermined our readiness and flexibility, leading to more costly wars and perhaps defeat. The political choice to reduce military capabilities is influenced by Anglo-American pecuniary decisions and traditional fears of government oppression, and it has been haphazard at best throughout American history. These two factors form the basic American “liberty dilemma,” the vexed relationship between the nation and its military apparatuses from the founding of the first colonies through to present times. With the termination of large-scale operations in Iraq and the winnowing of forces in Afghanistan, the United States military once again faces a significant drawdown in standing force structure and capabilities. Book excerpt: There has been much debate in recent years over constraints on military force in wartime. American civil-military relations are based on civilian control of the military. Concerns over how that control is exercised, however, fuel the debate. Concerns center around fears that political factors will interfere with how the military prosecutes the war. The genesis of these fears lies in the perceptions that political constraints tied the military's hands unnecessarily in Vietnam, contributing to the loss of the war. This monograph examines the role of the Vietnam War in shaping how policy makers and the military view the military use of force and the relationship between military force and the policy it supports. The Gulf War and the U.S. intervention in Somalia offer perspectives from both ends of the limited war spectrum on how political factors impact on military operations in the post-Cold War era. The paper concludes that military force is not likely to be constrained significantly by political considerations when combat is expected. A more significant impact occurs when military operations other than war escalate into combat operations. In general, however, events since the Vietnam War have built a greater degree of cooperation and trust between the military and it's civilian leadership. A careful analysis and understanding of national security objectives allows the military to plan and execute missions within self-imposed limits on force, preempting policy constraints and their impact on military operations.
