Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on the Reagan administration's broad attempt from 1980 to 1984 to strike thousands of Social Security disability recipients from government rolls. . . . [Mezey] enriches her study with a brief history of federal disability policy and provides a review of contending arguments over public policy and judicial activism. Of particular interest is the legal battle over the medical criteria used for determining desability and the SSA's deliberate policy of nonacquiescence when confronted with adverse judicial rulings. . . . A well-documented and valuable addition to case studies on the Reagan administration's efforts to cut human services. Choice This book is a case study of judicial policy making. It focuses on the role of adjudication in the making and refining of federal policy. It goes beyond the scope of most treatments of social security and the disability policy to examine the stages of judicial review and subsequent legislative and bureaucratic responses to adjudication. It then proceeds to analyze the resulting changes in legislative policies. The study is devoted to two themes. First, it provides an opportunity for empirical analysis of the role of the lower federal courts in the policy making arena; second, it examines the role of litigation as a political activity. This issue serves as a timely opportunity to explore the impact of federal courts on bureaucratic and congressional policies by focusing on the interactions of institutions involved in the disability policy-making process. By examining the effects of the courts on social policy, this case study offers new perspectives on the role of the federal courts in the political system.

Book excerpt: The austerity crisis and threat to disability rights. New updated edition includes the impact of COVID on Britain's 14 million disabled people. In austerity Britain, disabled people have been recast as worthless scroungers. From social care to the benefits system, politicians and the media alike have made the case that Britain’s 12 million disabled people are nothing but a drain on the public purse. In Crippled, journalist and campaigner Frances Ryan exposes the disturbing reality, telling the stories of those most affected by this devastating regime. It is at once both a damning indictment of a safety net so compromised it strangles many of those it catches and a passionate demand for an end to austerity, which hits hardest those most in need.

Book excerpt: During the late nineteenth and early twentieth centuries, Americans with all sorts of disabilities came to be labeled as "unproductive citizens." Before that, disabled people had contributed as they were able in homes, on farms, and in the wage labor market, reflecting the fact that Americans had long viewed productivity as a spectrum that varied by age, gender, and ability. But as Sarah F. Rose explains in No Right to Be Idle, a perfect storm of public policies, shifting family structures, and economic changes effectively barred workers with disabilities from mainstream workplaces and simultaneously cast disabled people as morally questionable dependents in need of permanent rehabilitation to achieve "self-care" and "self-support." By tracing the experiences of policymakers, employers, reformers, and disabled people caught up in this epochal transition, Rose masterfully integrates disability history and labor history. She shows how people with disabilities lost access to paid work and the status of "worker--a shift that relegated them and their families to poverty and second-class economic and social citizenship. This has vast consequences for debates about disability, work, poverty, and welfare in the century to come.
