In this period, many Cuban activists began to look at their fight against strongman rule and neocolonial control at home as part of the international antifascism movement that exploded with the Spanish Civil War. Frustrated by multiple domestic setbacks, including Colonel Fulgencio Batista's violent crushing of a massive general strike, activists found strength in the face of repression by refusing to view their political goals as confined to the island. As individuals and in groups, Cubans from diverse backgrounds and political stances self-identified as antifascists and moved, both physically and symbolically, across borders and oceans, cultivating networks and building solidarity for a New Spain and a New Cuba. In Barriers to Bioweapons, Sonia Ben Ouagrham-Gormley challenges this perception by showing that bioweapons development is a difficult, protracted, and expensive endeavor, rarely achieving the expected results whatever the magnitude of investment. Her findings are based on extensive interviews she conducted with former U.S. and Soviet-era bioweapons scientists and on careful analysis of archival data and other historical documents related to various state and terrorist bioweapons programs.Bioweapons development relies on living organisms that are sensitive to their environment and handling conditions, and therefore behave unpredictably. These features place a greater premium on specialized knowledge. I have come to call this "throwing the baby out with the bath water." This is throwing out the good and needful with the bad and confining. Both camps of spiritual thought needed foundational repairs and restructuring. A house cannot stand if parts of the foundation are missing. The desire to bring the best of both worlds together and preserve the truths each have, as well as the desire to see us all live and understand to our highest potential is what has motivated this book. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.
