Appended to the report will be found the financial statements exhibiting the receipts from all sources for the year, and the expenditures on Capital and Maintenance Accounts for the same period; also the annual report of the Park Superintendent, and other documents showing the operations for the twelve months covered by the report. A summary of all receipts and expenditures connected with the entire Park System from the date the Commission was organized in 1885 was given in the report of last year; also a summary of the more important unfinished works that the Board contemplated proceeding with when funds were available in order to practically complete that portion of the Park System overlooking the Falls and Upper Rapids known as the "Queen Victoria Park," in connection with which the hope was expressed that the works and structures referred to would be commenced in the early part of 1913. Inasmuch, however, as the Statutory period that the Commissioners were authorized to collect rents and revenues derived from the three power companies expired on the 31 st December, 1912, it became necessary before these works could be undertaken to have the Park Act amended so as to enable the Commissioners to continue the collection of such revenues for a further period. Application was accordingly made to the Government to have the Park Act amended and the time for the collection by the Commissioners of the revenue referred to extended for a further period of five years. The application was approved by the Government, and the Act was amended as follows: - 1. Subsection 2 of section 21 of The Queen Victoria Niagara Falls Park Act is amended by striking out the figures 23 in the second line and substituting therefor the figures "24." 2. Section 22 of the said Act is amended by inserting after the figures "1912" in the fifth line the words and figures "1913, 1914 and 1915, 1916 and 1917." General. Since the commencement of the great war in August, 1914, the development and improvement of the Parks and proposed Boulevards to connect up the various areas into one composite system has remained in abeyance, and practically no expenditure has been incurred on capital account, which could be avoided without sacrificing expenditures already made. This policy has been carried out with increasing rigor during the seasons 1915, 1916, and the year just past, 1917, and, apart from the large amount of time and thought required in connection with the Power Company developments and operations, the efforts of the Park organization have been devoted to the maintenance of those areas and lengths of roadway that have heretofore been constructed and are so much used by the public for recreation and pleasure. From the beginning of the war it was deemed but right that moneys which could he conveniently saved for any emergency which might arise should not be expended upon the creation of a greater system of Parks when so much had already been accomplished in the great Niagara Park development. Much, however, still remains to bring the system into the front rank of Parks demanded by present-day practice, and the reserving of a considerable amount of work for a subsequent period as conditions warrant, was thought to be a patriotic plan, that would serve to provide occupation for men who would be released in large numbers after the conflict is over and peace restored. Even had it been desirable to produce larger results during 1917, the conditions of both the labor market and transportation would have intervened to prevent any large outlay, while the cost of operations have risen to such an abnormal figure that only the most essential work is justified. The lands selected by the Commissioners of Niagara Falls Park, ap proved by the lieutenant-governor and marked upon the map and contained. Within a red verge line marked on the said map, with the exception hereinafter mentioned, are hereby vested in the said corporation as trustees for the Province, subject to the payment being made which is hereinafter mentioned. The amounts agreed to be paid or awarded are to be paid upon proper conveyances being executed to the said Commissioners, subject as hereinafter mentioned or in case no proper conveyance is executed, the money may be paid into court, in accord ance with and subject to the terms of 'the Niagara Falls Park Act' and 'the Revised Act respecting the Public Works of Ontario, ' as incorporated in the Park Act. The payment is to be made within fifteen days from the passing of this Act, with interest to be computed from 30th March, 1887, to the day of payment, at the rate of six per cent. Per annum; and payment within such period shall be as effectual as if made within the period fixed for payment by 'the Niagara Falls Park Act.' The force of workmen available was greatly reduced owing to the demand for men both in the district and with one of the power companies in Queen Victoria Park where ex tension operations were being undertaken. To meet the rising scale of the cost of living and the upward tendency of wage rates, increases were made to Park work men, and difficult as the situation was the appearance of the Park was kept up to a high standard of maintenance. Book excerpt: Excerpt from Thirty-Sixth Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park: 1921 May It Please Your Honour: The Commissioners for the Queen Victoria Niagara Falls Park submit herewith for the information of the Legislature the Thirty-Sixth Annual Report covering the administration of the System of Parks and Parkways under their jurisdiction along the Niagara Frontier for the fiscal year ended November 30th, 1921. On December 28th, 1921, the first 55,000 H.P. unit of the Queenston-Chippawa Power Development was officially turned over with appropriate ceremonies in the presence of representatives of the Ontario Municipalities which are partners under the Hydro-Electric Power Commission of Ontario. This event celebrated the opening of the large Hydro-Electric Development commenced in 1917 after preliminary surveys and inquiries extending over a long period and the examination of suggestions for using the maximum head between Lake Erie and Lake Ontario dating back over twenty years. The plant will use over 300 feet of the 326 feet available fall and, therefore, represents a marked departure from the constructed power developments on the Canadian side of the Niagara River where the maximum effective head now is 180 feet. One cubic foot of water used through the new Hydro canal with the improved efficiency in machinery and appliances will produce 30 H.P. where the present developments produce but 12 to 16 H.P. with an equal quantity depending upon the head of water used. The latest plant appears to mark a long advance in the manufacture of supersized turbines and generators and indicates that the 5,000 to 15,000 H.P. units of the last twenty years will give place in special installations to units that may reach 100,000 H.P. each. At this period in Niagara power development it will doubtless prove interesting to narrate the early history of the Park Commissioner's endeavour to attract the attention of capitalists to the possibilities of Niagara Falls to produce a continuous supply of commercial power. The negotiations are referred to in the Annual Reports for the years 1889, 1890, and 1891, but many of the details to be found in the correspondence of the time are omitted. Book excerpt: Excerpt from Seventeenth Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park: For the Year Ending 1902 May it please your Honor: The Commissioners of the Queen Victoria Niagara Falls Park beg to submit their Seventeenth Annual Report (being for the year1902), to which is appended the usual statement of receipts and expenditures, the report of the Park Superintendent and the text of several agreements which were entered into during the year, together with the expert evidence obtained in connection with some of these agreements. The vacancy which had existed on the Board of Commissioners since the decease of Mr. B. E. Charlton was filled during the past year by the appointment of Mr. Robert Jaffray of Toronto. Before entering on a review of the proceedings and transactions of the Commission for the past twelve months, the Commissioners may be permitted to refer to certain strictures and adverse criticisms on the Management of the Park affairs which have appeared from time to time in the press. These criticisms evidently are based upon an entire misapprehension of the facts, and if allowed to pass unchallenged may be accepted by the public as being well founded and unanswerable. The chief stricture to which objection is taken by the Commissioners is, that in order to provide revenue they have committed acts of vandalism that will ultimately ruin the scenery of Niagara Falls, and one writer goes so far as to say "that it is scarcely possible to conceive how anything short of financial interest could have persuaded them (the Commissioners) so to play false to the whole spirit of their trust." In view of such statements it appears to be necessary that the Commissioners should again clearly set forth the policy which was adopted at the time the Park was established, and which has been consistently adhered to throughout the fifteen years which have since elapsed, and in furtherance of this reference will be made (1) to the measures authorized by the Legislature for acquiring the Park and the duty cast upon the Commissioners to provide the funds needed for the improvement and maintenance of the property, (2) The area of the property originally selected about the Falls for Park purposes and the very extended territory that has since been placed under the jurisdiction of the Commissioners and, (3) The sources from which the funds are derived for carrying on the work. When the Government of Ontario had the Park project under consideration two general principles were regarded as indispensible to the carrying out of the project, viz.: That no financial burden should be laid upon the Province for either the purchase or maintenance of the property, and in conformity with the plan adopted on the American side of the American side of the river that the Park should be made free.
