Book excerpt: This manual was prepared within the framework of a technical assistance (TA) agreement entitled “Forest Resources Inventory and Establishment of a forest reference level for REDD+ in Nigeria (UTF /NIR/066/NIR (644170)”, to support the implementation of national forest inventory (NFI) in Nigeria. An NFI is a key component of a measurement, reporting and verification (MRV) system which is a requirement of the United Nations Framework Convention on Climate Change (UNFCCC) for the national forest monitoring system to assess anthropogenic forest-related greenhouse gas emissions by sources and removals by sinks. The results of the NFI will be used to support national institutions to address issues of REDD+ and greenhouse gas (GHG) international reporting obligations. It can be also used to review the policy processes to support sustainable forest management at national level.

Book excerpt: The Forest Carbon Partnership Facility (FCPF) of the World Bank has been supporting the Federal Government of Nigeria (FGN) to develop its REDD+ readiness mechanism and part of the funds were allocated to undertake a “low intensity” forest carbon inventory in Nigeria within the Technical Assistance (TA) Agreement (UTF/NIR/066/NIR) which was signed between the Government and the Food and Agriculture Organization of the United Nations (FAO). An inventory design was developed, including a field operations manual, and field training was carried out to build the capacity of technical forestry staff on field data collection, database development, and data analysis. The sampling design used was a stratified random cluster sampling, using the main ecological zones as strata. The sampling unit was a cluster composed of three square nested plots of 35 m x 35 m; placed in an L-shape arrangement at 100 m apart.

Book excerpt: International concern for the continued growth of greenhouse gas emissions, and the potentially damaging consequences of resultant global climate change, led to the signing of the United Nations Framework Convention on Climate Change by 155 nations at the Earth Summit in June 1992. The Convention came into force on 21 March 1994, three months after receiving its 50th ratification. All Parties to the Convention are required to compile, periodically update, and publish national inventories of anthropogenic greenhouse gas emissions and sinks using comparable methodologies. In support of this process, the US Country Studies Program (US CSP) is providing financial and technical assistance to 56 developing and transition countries for conducting national inventories. This book presents the results of preliminary national inventories prepared by countries participating in the US CSP that are ready to share their interim findings. In some cases, inventories were prepared with support from other organizations. Preliminary inventories of twenty countries in Africa, Asia, Central and Eastern Europe and the Newly Independent States, and Latin America are presented, as well as regional and global syntheses of the national results. The regional and global syntheses also discuss results of eleven other preliminary national inventories that have been published elsewhere with the assistance of other programs. Results are discussed in the context of national and regional socioeconomic characteristics, and the regional and global syntheses compare national inventory estimates to other published estimates that are based largely on international databases. Papers also discuss inventory development issues, such as data collection and emission factor determination, and problems associated with applying the IPCC inventory methodologies. The preliminary inventory results reported here represent significant progress towards meeting country commitments under the Framework Convention, and provide useful information for refining international greenhouse gas emission databases and improving inventory methodologies. As the first book to compile national greenhouse gas emission estimates prepared by national experts in developing countries and countries with economies in transition, this will be an invaluable resource to scientists, policymakers, and development specialists in national, regional and global anthropogenic sources and sinks of greenhouse gases.

Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.

Book excerpt: As a signatory to the United Nations Framework Convention on Climate Change, the United States annually prepares an inventory of carbon that has been emitted and sequestered among sectors (e.g., energy, agriculture, and forests). For many years, the United States developed an inventory of forest carbon by comparing contemporary forest inventories to inventories that were collected using different techniques and definitions from more than 20 years ago. Recognizing the need to improve the U.S. forest carbon inventory budget, the United States is adopting the Forest Carbon Accounting Framework, a new approach that removes this older inventory information from the accounting procedures and enables the delineation of forest carbon accumulation by forest growth, land use change, and natural disturbances such as fire. By using the new accounting approach with consistent inventory information, it was found that net land use change is a substantial contributor to the United States forest carbon sink, with the entire forest sink offsetting approximately 15 percent of annual U.S. carbon dioxide emissions from the burning of fossil fuels. The new framework adheres to accounting guidelines set forth by the Intergovernmental Panel on Climate Change while charting a path forward for the incorporation of emerging research, data, and the needs of stakeholders (e.g., reporting at small scales and boreal forest carbon).
