Available in PDF, EPUB and Kindle. Book excerpt: As the twentieth century draws to a close, it is time to look back on an epoch of widespread turmoil, including two world wars, the end of the colonial era in world history, and a large number of international crises and conflicts. This book is designed to shed light on the causes and consequences of military-security crises since the end of World War I, in every region, across diverse economic and political regimes, and cultures. The primary aim of this volume is to uncover patterns of crises, conflicts and wars and thereby to contribute to the advancement of international peace and world order. The culmination of more than twenty years of research by Michael Brecher and Jonathan Wilkenfeld, the book analyzes crucial themes about crisis, conflict, and war and presents systematic knowledge about more than 400 crises, thirty-one protracted conflicts and almost 900 state participants. The authors explore many aspects of conflict, including the ethnic dimension, the effect of different kinds of political regimes--notably the question whether democracies are more peaceful than authoritarian regimes, and the role of violence in crisis management. They employ both case studies and aggregate data analysis in a Unified Model of Crisis to focus on two levels of analysis--hostile interactions among states, and the behavior of decision-makers who must cope with the challenge posed by a threat to values, time pressure, and the increased likelihood that military hostilities will engulf them. This book will appeal to scholars in history, political science, sociology, and economics as well as policy makers interested in the causes and effects of crises in international relations. The rich data sets will serve researchers for years to come as they probe additional aspects of crisis, conflict and war in international relations. Michael Brecher is R. B. Angus Professor of Political Science, McGill University. Jonathan Wilkenfeld is Professor and Chair of the Department of Government and Politics, University of Maryland. They are the coauthors of Crises in the Twentieth Century: A Handbook of International Crisis, among other books and articles.

Book excerpt: Since the retirement of longtime dictator Tiburcio Carías Andino (1932-1949), the search for institutional stability in Honduras has led to both democratically elected governments and the imposed discipline of military rule. Social and economic change has contributed to the growth of middle-class urban groups, strongly organized labor unions, and a vigorous peasant movement. The Honduran armed forces, established in modern form only after World War II, filled the vacuum of political power that developed as the Liberal and National political parties failed to address the problems created by change and national development, but the authoritarianism of military rule has been countered by historical patterns of caudillo politics. Despite the revolutionary turmoil that surrounds the country, Hondurans have successfully conducted national elections and installed a freely elected civilian government after more than ten years of military rule. It is within this mix of "traditional" and "praetorian" governing modes that Hondurans have fashioned a style of politics conducive to compromise, which accounts for the country's relative tranquillity today. In this first comprehensive study of contemporary Honduras—its land, people, economy, and politics—to be published in English, Dr. Morris also outlines the historical context that has shaped the society of this now geopolitically important nation and conditioned its political dynamics over the past three decades. His analysis illuminates the characteristics that distinguish Honduras from its Central American neighbors and that may dictate a unique course for its political evolution.

Available in PDF, EPUB and Kindle. Book excerpt: In this remarkable and engaging book, William LeoGrande offers the first comprehensive history of U.S. foreign policy toward Central America in the waning years of the Cold War. From the overthrow of the Somoza dynasty in Nicaragua and the outbreak of El Salvador's civil war in the late 1970s to the final regional peace settlements negotiated a decade later, he chronicles the dramatic struggles--in Washington and Central America--that shaped the region's destiny. For good or ill, LeoGrande argues, Central America's fate hinged on decisions that were subject to intense struggles among, and within, Congress, the CIA, the Pentagon, the State Department, and the White House--decisions over which Central Americans themselves had little influence. Like the domestic turmoil unleashed by Vietnam, he says, the struggle over Central America was so divisive that it damaged the fabric of democratic politics at home. It inflamed the tug-of-war between Congress and the executive branch over control of foreign policy and ultimately led to the Iran-contra affair, the nation's most serious political crisis since Watergate.

Book excerpt: The contributors examine the Reagan administration's foreign policy in light of growing economic and political conflicts among the United States, Western Europe, and Japan, and the surge of political and social struggles in the Third World. Included are detailed analyses of America's relations with the Soviet Union, Western Europe, southern Africa, Central America and the Caribbean, the Philippines, Northeast Asia, and the Middle East, in addition to a comprehensive study of Reagan's foreign-aid policy. The chapters, which assess the intersection between policy pronouncements and Reagan's capacity to realize stated goals, identify constraints that limit and sometimes force modification in the style, if not the substance, of White House foreign policy.

Book excerpt: A comprehensive overview of the Sandinista revolution in Nicaragua, this book offers an interdisciplinary study of the domestic and foreign challenges that faced the Sandinista government during its ten years in power. Based on extensive research in Nicaragua during the revolution, the essays examine important aspects of both the revolution and the U.S.-orchestrated counterrevolution that brought it to an end. After an introduction to the historical background of the revolutionary period, contributors offer an overview of specific groups and institutions within the revolution, such as women, grass-roots organizations, and the armed forces, and provide a balanced assessment of Sandinista public policy and performance in such areas as agrarian reform, health care, education, and housing. The impact and implications of the contra war, financed by the United States, are also analyzed, as well as efforts made over the years to promote a negotiated peace.
