Accordingly, the present review concentrates on a few key areas where the Bank's expertise can add value and complement the efforts of other donors, including: (a) the regulatory system; (b) the system of property registries; and (c) two of the mechanisms for oversight and accountability of public sector performance (the Comptroller's Office and social accountability). The overall objective of the Institutional and Governance Review (IGR) is to examine the institutional and governance bottlenecks that stand in the way of more effective impact of key public policies, particularly poverty reduction policies. Since the report is limited in scope, the criteria to decide priority areas for review included: (a) issues that are of particular significance for better governance and institutionality; (b) issues that are particularly important in relation to poverty reduction; (c) issues where the Bank has a comparative advantage; and (d) issues where there would not be a duplication of effort with other donors or other studies undertaken by the Bank and where the IGR can add value.

Book excerpt: Nicaragua has had decent economic growth in the past decade, which has contributed to substantial poverty reduction (the largest in Central America), as well as improvements in human development indicators. Fiscal accounts have deteriorated recently, which may pose some challenges to the sustainability of current levels of financing for social sector expenditures. Better planning and monitoring of social spending are needed to improve Nicaragua's budget management. While Nicaragua has a medium-term development plan, the use of results-oriented budget formulation is still in its early stages. Low and inefficient public spending in education, coupled with outdated legal and institutional frameworks and high dropout rates present are significant barriers to increasing enrollment and providing quality education. Progress in key areas such as child and maternal mortality, but lowest per capita health spending in Central America, as well as institutional and governance challenges limit coverage and quality of services. There is need for increased spending in social assistance interventions, better coordination among implementing agencies, and revised targeting to ensure decent coverage of programs among the poorest. Government policies also reflect the need for improved controls and implement social audits, which are considered a pillar of participatory governance. However, these still need to be implemented on a broader scale and publicly disseminated.

Book excerpt: This ROSC analyzes accounting, financial reporting and auditing practices within the corporate sector in Nicaragua, using International Financial Reporting Standards (IFRS) and International Standards on Auditing (ISA) as benchmarks, and drawing on international experience and good practice in those fields. Nicaragua remains among the poorest countries of the Western Hemisphere, with 46 percent of its five million people living below the poverty line. The 2008 Gross Domestic Product (GDP) of US$6.4 billion translates into a per-capita GDP of approximately US$1,000. After average GDP growth of about 3.6 percent during 2005-08, the global financial and economic crisis lead to a contraction in real GDP of 1.5 percent in 2009. Going forward, if the private sector is to serve as an engine of growth for the Nicaraguan economy, the country needs to follow high-level accounting and auditing practices and the highest standards of corporate governance. This ROSC supports three main development objectives: (a) improving Nicaragua's investment climate; (b) ensuring the stability and fostering the development of the local financial sector and (c) advancing governance and financial accountability in both the private and public sectors. The report seeks to help the authorities address these issues by: (i) improving the technical skills of accounting and audit practitioners, (ii) strengthening the regulatory framework governing accounting and audit practices in Nicaragua, and (iii) developing the institutional capacity of the country's accounting professional bodies.

While they rarely make headlines, these crises, characterized by inequitable access to sufficient and clean water, affect over one billion people globally. What is less known, though, is that millions of these same global citizens are at the forefront of responding to the challenges of water privatization, climate change, deforestation, mega-hydraulic projects, and other threats to accessing water as a critical resource. In Transforming Rural Water Governance Sarah T. Romano explains the bottom-up development and political impact of community-based water and sanitation committees (CAPS) in Nicaragua. Romano traces the evolution of CAPS from rural resource management associations into a national political force through grassroots organizing and strategic alliances. Resource management and service provision is inherently political: charging residents fees for service, determining rules for household water shutoffs and reconnections, and negotiating access to water sources with local property owners constitute just a few of the highly political endeavors resource management associations like CAPS undertake as part of their day-to-day work in their communities. Yet, for decades in Nicaragua, this local work did not reflect political activism. In the mid-2000s CAPS’ collective push for social change propelled them onto a national stage and into new roles as they demanded recognition from the government. Romano argues that the transformation of Nicaragua’s CAPS into political actors is a promising example of the pursuit of sustainable and equitable water governance, particularly in Latin America. Transforming Rural Water Governance demonstrates that when activism informs public policy processes, the outcome is more inclusive governance and the potential for greater social and environmental justice.
