But do these policies enable refugees to consider their new country home? Focusing on the experiences of Eritrean refugees in Ethiopia, Hosting States and Unsettled Guests tracks the introduction, implementation, and evolution of policies that began in summer 2016, shortly before the New York Summit on Refugees prompted new national refugee legislation in Ethiopia. The "hot" topics may have cooled by press time, and the presentation to students is disjointed, not clear. The approach is often a "scare 'em and leave 'em" presentation of a global horror show of problems, without clear arguments about the connections among the issues, or integrated discussions of solutions. In contrast, Global Issues Beyond Sovereignty provides a thesis and a common narrative throughout the "issue" chapters. The range of responses to manage global issues are compared and discussed throughout. Global problems move at internet speed; governments do not move so quickly. This creates gaps in what citizens expect the state to do, and what countries have the capacities to do. This paradox is a problem not only for weak or failing states; even the strongest states in the system struggle in how to effectively respond to global issues, from cybersecurity to environmental toxins. States cannot solve or manage trans-sovereign issues alone. The power of the private sector is growing (both legal and illegal, for profit and non-profit), while state power is flat or in some places declining. While private sector actors have means to impact transnational issues, they do not have a public mandate to do so. Countries increasingly must learn how to play well with others; this is easier said than done. Attempts to manage global issues flow through three channels: public sector responses, private sector responses, and mixed public-private partnerships. All three channels are explored throughout the book, uniting the issue chapters in a common discussion of challenges and responses. The conclusion presents lessons learned for theory and practice from managing global issues.

Very little is heard from refugees themselves about why they migrate, their experiences whilst entering the EU or how they navigate reception conditions upon arrival, particularly from a gendered perspective. The Securitization of Migration and Refugee Women fills this gap and explores the journey made by refugee women who have travelled from Somalia to the EU to seek asylum. This book reveals the humanised impact of the securitization of migration, the dominant policy response to irregular migration pursued by governments across the Globe. The Southern EU Member State of Malta finds itself on the frontline of policing and securing Europe’s southern external borders against transnational migrants and preventing migrants’ on-migration to other Member States within the EU. The securitization of migration has been responsible for restricting access to asylum, diluting rights and entitlements to refugee protection, and punishing those who arrive in the EU without valid passports –a visibly racialised and gendered population. The stories of the refugee women interviewed for this research detail the ways in which refugee protection is being eroded, selectively applied and in some cases specifically designed to exclude. In contrast to the majority of migration literature, which has largely focused on the male experience, this book focuses on the experiences of refugee women and aims to contribute to the volume of work dedicated to analysing borders from the perspective of those who cross them. This research strengthens existing criminological literature and has the potential to offer insights to policy makers around the world.
