Book excerpt: With significant shifts in education, states are recognizing that students were not being taught at levels that adequately prepared them for college and careers and stepped up to develop and implement more rigorous standards. As part of this transition, states have also committed to better supports for educators to adapt to the new standards, better assessments to measure student learning, and better accountability systems to understand where schools are struggling and how to help them improve. Building on the positive aspects of "No Child Left Behind," the "Council of Chief State School Officers," or CCSSO, released a vision for the future of accountability systems. This vision described an accountability system that is grounded in college- and career-readiness standards, collects a broader array of data to more accurately understand school and district performance, and uses those data to better support schools and districts, with an emphasis on the lowest performing. In order to illustrate the variety of innovative approaches to accountability that states are exploring, this report provides examples of next-generation accountability concepts implemented by states. While this study provides an overview of the landscape, it is not fully representative of the variety of state approaches to accountability. CCSSO notes, looking beyond "No Child Left Behind," understandings of innovation at the state level will inform and shape the conversation around accountability systems moving forward. This paper is the first in a series of work from the "Center for American Progress" on accountability, as they partnered with "Council of Chief State School Officers" on this project in order to bring greater transparency and recognition to the innovative work being done at the state level.

Book excerpt: The Race To The Top (RTTP) federal education policy fostered a new generation of state tests. This policy advocated adopting common core standards which set a higher level of learning targets for students in the US K?12 education. These standards are intended to assess higher order thinking skills and prepare students ready for college and career. In the meantime, they are aligned with those for international assessments which keep US students abreast of their international peers. Furthermore, the new generation of state tests requires the use of technology enhanced items to align student assessments with student learning environment. Computer technology is indispensable to accomplish this goal. Computer based tests related to common core standards are different from previous state computer based tests in two important aspects, one is that the current version requires accurate assessment of students along all ability levels and the other is that it promotes the use of an efficient test delivery system, essentially the use of computerized adaptive assessment in K?12 state testing programs. In addition to providing summative information about student learning, the new common core tests add formative assessment component in the whole assessment system to provide timely feedback to students and teachers during the process of student learning and teacher instruction. As with its predecessor, the new assessment policy also holds teachers and schools accountable for student learning. With the requirements by the new federal education policy, states formed two consortia: Partnership for Assessment of Readiness for College and Careers (PARCC) and Smarter?Balanced Assessment Consortium (SBAC) to develop assessments in alignment with the new common core standards. This book is based on the presentations made at the Thirteenth Annual Maryland Assessment Research Center’s Conference on “The Next Generation of Testing: Common Core Standards, Smarter?Balanced, PARCC, and the Nationwide Testing Movement”. Experts from the consortia and nationwide overviewed the intention, history and the current status of this nationwide testing movement. Item development, test design, and transition from old state tests to the new consortia tests are discussed. Test scoring and reporting are specially highlighted in the book. The challenges related to standard setting for the new test, especially in the CAT environment and linking performance standards from state tests with consortium tests were explored. The issues of utilizing the consortium test results to evaluate students’ college and career readiness is another topic addressed in the book. The last chapters address the critical issue of validity in the new generation of state testing programs. Overall, this book presents the latest status of the development of the two consortium assessment systems. It addresses the most challenging issues related to the next generation of state testing programs including development of innovative items assessing higher order thinking skills, scoring of such items, standard setting and linkage with the old state specific standards, and validity issues. Book excerpt: The purpose of this literature and field review is to understand previous efforts at scaling up performance assessments for use across districts and states. Performance assessments benefit students and teachers by providing more opportunities for students to demonstrate their knowledge and complex skills, by providing teachers with better information about student progress, and by encouraging schools to build professional collaborative cultures through integrating curriculum, instruction, and assessment. Despite these benefits, performance assessments in accountability systems are still relatively rare in the U.S. This review of such systems found that the main challenges facing educators interested in using performance assessments at scale, and for accountability purposes, are the technical quality of performance assessments, the sustainability of implementation through strong professional development models, and political buy-in. Through the wealth of their collective experiences, the knowledge and capacity to tackle each of the challenges exists, and those lessons should be applied to the next generation of accountability systems. Through a systematic description of seven performance assessment scale-up efforts, as well as descriptions of analogous efforts from teacher certification, medicine, and law, this review concludes with implications for future endeavors to integrate performance assessments into accountability systems. Some of these implications include: (1) Develop and provide schools and districts with criteria and guidelines for achieving technical quality in performance assessments; (2) Use external partnerships and experienced teachers to create professional development models in assessment literacy, assessment design, and scoring; (3) Use state and district policy incentives to support the regular collection of technical quality evidence for each assessment; and (4) Build public and political support for including performance assessments in accountability systems. Book excerpt: This focus of this newsletter asserts that if one accepts that accountability systems are intended to serve both symbolic and technical functions, one can ask how well they are operating symbolically to motivate action and how well they are doing in providing adequate technical information to support intended inferences. In this column, it is argued that while accountability may be accomplishing its motivational goals, current systems may be technically inadequate for serving ultimate goals of improving student learning. While the federal government recently has offered states new flexibility in counting students for AYP purposes, important issues remain in optimizing the learning value of accountability assessments. Unless and until they seriously incorporate local and/or classroom assessment (performance assessment), accountability systems cannot assure adequate reliability and validity for individual decision-making purposes and cannot provide necessary information to support student learning. One idea for system design is presented by the authors here.
