Book excerpt: Excerpt from Road Legislation for the American State The principal reason for this comparative neglect of the common roads in nearly all countries is, of course, to be found in the astonishing growth of the railway systems, and, since the invention of the steamboat, of commerce by water. These have ren dered unnecessary long roads such as the ancient Aztecs and Romans found it wise to build for com mercial and military purposes. Then, too, though the railroads have not really lessened the importance of the wagon road, they seem to have done so and they certainly have overshadowed it in political import ance, so that legislators, naturally, have passed it by. Book excerpt: Excerpt from Highway Transportation Re-Makes America Outstanding in the progress of highway transportation in recent years is the uplifting of safety standards. Highway fatalities during the first half of 1939 were about a fifth less than they were a few years ago. At that rate, more than lives are being saved annually because of these improved safety condi tions, and the outlook is that continued progress in that direction will be made in the future. Better motor vehicles and better roads, plus a driving public which is becoming educated to the simple rules of safety, are making highway transportation safer. To day it is safer to ride a mile in an automobile than ever before, despite the great increase in highway traffic. Book excerpt: Excerpt from Some Recent Road Legislation in North Carolina Many a legislator has returned to his home with the feeling that having passed a new road law for his county the securing of good roads is only a matter of a short time. But during the next few years he has seen his law either repealed or amended, for better or worse, by succeeding legislatures; and meanwhile little or nothing has been accomplished in the way of improvements of a perma nent character. But the very rapidity with which local road legis lation has changed in North Carolina during the past decade of itself indicates in a measure the deep interest felt by our people in this subject. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Southern Good Roads, 1917, Vol. 15 A motion was passed instructing the president to appoint a committee to study the economics of road construction, particularly in reference to maintenance. This committee is to take up with the various highway departments and find out from them the cost of con struction of various types of road and the cost of maintenance per mile per year of these roads, and the amount of traffic that goes over them. The subject of highway legislation was very ably discussed by Col. E. A. Stevens of New Jersey. One of the points that he brought out was that it is dan gerons to try to prescribe by legislative act methods of conduct of business of the state highway departments. Care should be taken that the hands of a commission are not tied with useless restrictions. He called atten tion to the question of bond elections for raising reve nue, and said careful consideration should be given as to the character of bonds that were to be used. Col. Stevens also brought out the fact that with the change in administration that would take place in many states the first of the year many highway engineers would go out of office because of political-change in the ad ministration. He stated that this was not fair to the road work of a state, and that the engineers in charge 'of the road work should not be changed because of a political change in the state. They should not be in any way political appointments. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
