Book excerpt: The first volume of the POSA pattern series introduced a broad-spectrum of general-purpose patterns in software design and architecture. The second narrowed the focus to fundamental patterns for building sophisticated concurrent and networked software systems and applications. This volume uses design patterns to present techniques for implementing effective resource management in a system. The patterns are covered in detail making use of several examples providing directions to the readers on how to implement the presented patterns. Additionally, the volume presents a thorough introduction into resource management and a case study where the patterns are applied to the domain of mobile radio networks. The patterns are grouped by different areas of resource management and hence address the complete lifecycle of resources: resource acquisition, coordination and release.

Book excerpt: Excerpt from Patterns of Resource Use: A Technical Report As the validity Of this whole report rests on the exist ence Of essential continuity underlying economic activity, the report takes up first evidences Of the exist ence and character of continuities in our economy. It then shows how the knowledge of continuities can be used to construct patterns of resource use. And finally, it presents a series Of crude patterns indicating the level of activity, industry by industry, which would be consistent with different levels of national activity. Such patterns can serve as additional background for the development of national policy. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: The surge of interest in the REpresentational State Transfer (REST) architectural style, the Semantic Web, and Linked Data has resulted in the development of innovative, flexible, and powerful systems that embrace one or more of these compatible technologies. However, most developers, architects, Information Technology managers, and platform owners have only been exposed to the basics of resource-oriented architectures. This book is an attempt to catalog and elucidate several reusable solutions that have been seen in the wild in the now increasingly familiar "patterns book" style. These are not turn key implementations, but rather, useful strategies for solving certain problems in the development of modern, resource-oriented systems, both on the public Web and within an organization's firewalls.

The edition also includes the latest data on health coverage and health care expenses, as well as the Republicans' counter arguments and their proposed bill. Patient Protection and Affordable Care Act or Obamacare, is a United States federal statute which, at the same time, represents the complete reform of the American health care system conducted by the former president Barack Obama. The main goal of this act was to drive better health outcomes, lower costs, and improve accessibility to health services. The whole system was designed to increase health insurance quality and affordability, lower the uninsured rate by expanding insurance coverage and reduce the costs of healthcare. In March 2017 the Republican Party, which opposed Obamacare, released its plan to replace it.

Book excerpt: The book presents results of the Defragmenting African Resource Management (DARMA) Project covering the Lake Chilwa basin in Malawi. The central theme is that, in order to ensure resource base sustainability, research and management within the basin should adopt an ecosystems approach. Presently, research and management of the basin is sector-based, hence resource user conflicts are increasing. User demand for various resources is increasing rapidly, mainly due to population increase and lack of alternative economic activities, thereby presenting challenges to sustainable resource management. Specific areas of sectoral interconnections are highlighted and defragmentation options suggested. (Series: Defragmenting African Resource Management [DARMA] - Vol. 1)

Available in PDF, EPUB and Kindle. Book excerpt: Water is of paramount importance for sustaining life, development and the environment. The availability of water is the key determinant of economic growth and social prosperity. The emerging scarcity of water has also raised a host of issues such as sustainable water supply, equity and social justice, water financing, pricing, governance and efficient water management. Water means solid, liquid and gas, a water molecule is made up of 2 hydrogen atoms and 1 oxygen atom (H2O). Pure water is tasteless, odorless and nearly colorless. There is a fixed amount of water on earth, but only about 3%% of it is fresh and available for drinking by human, plants and animals. The other 97%% of water, which is mostly stored in the world's seas and oceans, is salty and undrinkable.

Available in PDF, EPUB and Kindle. Book excerpt: Snaking 2,540 miles from Montana to the Mississippi River, the Missouri is the longest waterway in the nation. Its basin—stretching 530,000 square miles—extends broadly into ten states and twenty-five Indian reservations. For millions of years the river and its tributaries meandered untamed. But that irrevocably changed with the passage of the Pick-Sloan Plan, part of the Flood Control Act of 1944. In River of Promise, River of Peril, John Thorson takes the first comprehensive look at how and why the Missouri River basin-now with six major dams and hundreds of miles of navigation canals-has become one of the most significantly altered drainage systems in the country. He also looks at the consequences. The Pick-Sloan Plan, he argues, has not fared well over time, particularly in its failure to provide an effective blueprint for regional river management. Persistent conflicts over the river, he contends, illuminate important weaknesses of federalism in dealing with regional resources, the most glaring being the exclusion of any proactive role for Indian tribal governments. To support his argument, Thorson examines the physical, demographic, and political features of the river basin; analyzes the comprehensive river development that gave birth to the Pick-Sloan Plan; reveals why the original goals of the legislature were never achieved; explores the deep-seated and continuing tensions between basin governments; and investigates how Indian tribes, the river's ecology, and federalism have been damaged as the river has been developed. He also describes the various associations created and later abandoned from the sixties to the eighties and assesses their virtues and limitations. Thorson sees in the story of the Missouri River Basin the vertical and horizontal strains of federalism-the states chafing against federally mandated and controlled projects exacerbated by the lack of constitutional guidance for handling conflicts among neighboring states and with Indian nations. Not just bent on spotlighting problems, Thorson also evaluates different approaches for improved river system management and recommends a Missouri River management institution based on environmentally sensitive policies, a strong state role, and full participation by the basin's tribal governments.
