Book excerpt: Practical guide and theoretical manifesto, New Frontiers for Youth Development is a vital roadmap to the problems and prospects of youth development programs today and in the future. In response to an unprecedented array of challenges, policy makers and care providers in the field of youth dvevelopment have begun to expand the field both practically and conceptually. This expansion has thus far outstripped comprehensive analysis of the issues it raises, among them the important matter of establishing common standards of legitimacy and competence for practitioners. New Frontiers for Youth Development is an overview of the field designed to foster a better understanding of the multifaceted aspects and inherent tensions of youth development. Melvin Delgado outlines the broad social forces that affect youth, particularly at-risk or marginalized youth, and the programs designed to address their needs. He stresses the importance of a contextualized approach that avoids rigid standardization and is attuned to the many factors that shape a child's development: cognitive, emotional, physical, moral, social, and spiritual. The key characteristic of youth development in the twenty-first century, Delgado suggests, is the participation of young people as practitioners themselves. Youth must be seen as assets as well as clients, incorporated into the educational process in ways that build character, maturity, and self-confidence.

Available in PDF, EPUB and Kindle. Book excerpt: Following the atomic bombings of Hiroshima and Nagasaki, numerous "atomic narratives"--books, newspapers, magazines, textbooks, movies, and television programs--addressed the implications of the bomb. Post-World War II youth encountered atomic narratives in their daily lives at school, at home and in their communities, and were profoundly affected by what they read and saw. This multidisciplinary study examines the exposure of American youth to atomic narratives during the ten years following World War II. In addition, it examines the broader "social narrative of the atom," which included educational, social, cultural, and political activities that surrounded and involved American youth. The activities ranged from school and community programs to movies and television shows to government-sponsored traveling exhibits on atomic energy. The book also presents numerous examples of writings by postwar adolescents, who clearly expressed their conflicted feelings about growing up in such a tumultuous time, and shows how many of the issues commonly associated with the sixties generation, such as peace, fellowship, free expression, and environmental concern, can be traced to this earlier generation.

Available in PDF, EPUB and Kindle. Book excerpt: Shedding new light on how U.S. foreign policy is made, Ralph G. Carter and James M. Scott focus on “congressional foreign policy entrepreneurs,” the often unrecognized representatives and senators who take action on foreign policy matters rather than waiting for the executive branch to do so. These proactive members of Congress have undertaken many initiatives, including reaching out to Franco’s Spain, promoting détente with the Soviet Union, proposing the return of the Panama Canal, seeking to ban military aid to Pinochet’s regime in Chile, pushing for military intervention in Haiti, and championing the recognition of Vietnam. In Choosing to Lead, Carter and Scott examine the characteristics, activities, and impact of foreign policy entrepreneurs since the end of the Second World War. In so doing, they show not only that individual members of Congress have long influenced the U.S. foreign policy-making process, but also that the number of foreign policy entrepreneurs has grown over time. Carter and Scott combine extensive quantitative analysis, interviews with members of Congress and their staff, and case studies of key foreign policy entrepreneurs, including Frank Church, William Fulbright, Jesse Helms, Edward Kennedy, Pat McCarran, and Curt Weldon. Drawing on their empirical data, the authors identify the key variables in foreign policy entrepreneurship, including membership in the Senate or House, seniority and committee assignments, majority or minority party status, choice of foreign policy issues, and the means used to influence policy. By illuminating the roles and impact of individual members of Congress, Carter and Scott contribute to a more nuanced understanding of the broader U.S. foreign policy-making process.
