Book excerpt: Each year more than five hundred new books appear in the field of North American Indian history. There exists, however, no means by which scholars can easily judge which are most significant, which explore new fields of inquiry and ask new questions, and which areas are the subject of especially strong inquiry or are being overlooked. New Directions in American Indian History provides some answers to these questions by bringing together a collection of bibliographic essays by historians, anthropologists, sociologists, religionists, linguists, economists, and legal scholars who are working at the cutting edge of Indian history. This volume responds to the label "new directions" in two ways. First, it describes what new directions have been pursued recently by historians of the Indian experience. Second, it points out some new directions that remain to be pursued. Part One, "Recent Trends," contains six essays reviewing the following six areas where there has been significant interest and activity: quantitative methods in Native American history, by Melissa L. Meyer and Russell Thornton; American Indian women, by Deborah Welch; new developments in Métis history, by Dennis F.K. Madill; recent developments in southern plains Indian history, by Willard Rollings; Indians and the law, by George S. Grossman; and twentieth-century Indian history, by James Riding In. Part Two, "Emerging Trends," contains essays on aspects of Indian history that remain undeveloped: language study and Plains Indian history, by Douglas R. Parks; economics and American Indian history, by Ronald L. Trosper; and religious changes in Native American societies, by Robert A. Brightman. These latter essays present a critique of current scholarship and sketch an agenda for future inquiry. Taken together, the nine essays in this book will help students at all levels to evaluate recent scholarship and tap the immense contemporary literature on American Indian history.

Available in PDF, EPUB and Kindle. Book excerpt: Reviving local democracy offers a vivid and persuasive critical examination of New Labour's programme for the modernisation of local government, providing a balanced view of the democracy and participation debate. Since 1997, the Blair government has sought to mobilise popular participation through local referenda, new political structures, electoral reform, and the creation of powerful new elected mayors. Through these mechanisms it is hoped that the lack of public interest and persistently low election turnouts will be overcome. The book draws on a wide range of new survey data to relate the crisis of local politics and governance to wider changes in the political culture. The author goes on to evaluate the government's proposals to reverse decline, asking whether this programme of reform is likely to succeed. With the aid of a series of recent surveys of both public and councillor opinion, and the successful blending of historical and empirical analysis, she offers an assessment of the realities which the democratic renewal project will have to confront in its implementation. The book is topical and timely, and highly accessible, and will appeal to students, those involved in local government, and anyone concerned to see local government become more representative, responsive, and open to popular participation.

Book excerpt: Each year, child protective services receive reports of child abuse and neglect involving six million children, and many more go unreported. The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves-they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains-including those in child welfare, economic support, criminal justice, education, and health care systems-and assesses the needs of a variety of subpopulations. It should also clarify the causal pathways related to child abuse and neglect and, more importantly, assess efforts to interrupt these pathways. New Directions in Child Abuse and Neglect Research identifies four areas to look to in developing a coordinated research enterprise: a national strategic plan, a national surveillance system, a new generation of researchers, and changes in the federal and state programmatic and policy response.

Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

Book excerpt: Originally published in 1996 Rural Change and Planning describes the turbulent changes that have occurred in rural England and Wales since the outbreak of the First World War. The book describes the changes from an agriculturally-dominated countryside to one which has had to increasingly adapt to urban pressures. Looking at the changes chronologically, the book provides an integrated history of rural planning in the twentieth century and the developments which have taken place within the State, which has facilitated those changes. The book looks at the social and economic impacts of two world wars on agricultural communities, and the pressures of industry, new settlements and the effects of recreation on rural landscapes.

Book excerpt: The advent of the era of "e-Service," the provision of services over electronic networks like the internet, is one of the dominant business themes of the new millennium. It reflects the fundamental shift in the economy from goods to services and the explosive expansion of information technology. This book provides a collection of different perspectives on e-Service and a unified framework to understand it, even as the business community grapples with the concept. It features contributions from key researchers and practitioners from both the private and public sectors, as well leading scholars from the fields of marketing, information systems, and computer science. They focus on three key areas: the customer-technology interface; e-Service business opportunities and strategies; and public sector e-Service opportunities. The insights they offer will be equally useful to students, scholars, and practitioners.

Book excerpt: This book, now available in paperback, is the result of national research conducted amongst England's directly elected mayors and the councillors that serve alongside them. It is the first such major publication to assess the impact on local politics of this new office and fills a gap in our understanding of how the Local Government Act 2000 has influenced local governance. The book also draws from a range of research that has focused on elected mayors - in England and overseas - to set out how the powers, roles and responsibilities of mayors and mayoral councils would need to change if English local politics is to fundamentally reconnect with citizens. It not only explores how English elected mayors are currently operating, but how the office could develop and, as such, is a major contribution to the debate about the governance of the English localities.

The argument of this book is that the preceding 12 to 15 years saw significant changes in educationalists’ understanding and application of the concepts of leadership, and because of these changes two things happened. One, the relationship between participants changed; and two, policy and practice also changed. The papers in this collection have been specially commissioned or collected together with this thesis in mind. Each of them examines leadership with special reference to one or more aspects, sectors, roles or interests within the educational system of England and Wales.
