Book excerpt: This report outlines current and possible future work, being conducted in partnership by the Office of Consumer Affairs of Industry Canada, with regard to the current Canadian system of consumer policy and law. The work builds on previous work in the area to assess the current institutional, legal, and philosophical paradigms and to identify fundamental principles to guide the development of options for possible future reform of consumer law. The overall purpose of the project is to explore the feasibility and desirability of creating and applying framework-based approaches to address consumer issues in the marketplace. Options are explored which would build on and complement, not replace, the current system of consumer law and policy. The report reviews the current system as well as experiences with consumer law and policy in other jurisdictions, and evaluates the current system with regard to fundamental principles and policy questions. Finally, options for future reform are set out, including supplementing the current system by enforcement, co-operation mechanisms, development of a national statutory framework, and development of national principles and guidelines.
