Die einschlägigen Ergänzungen des IAS 39 und des IFRS 7, die zusätzliche Möglichkeiten der Re-Kategorisierung und Bewertung finanzieller Vermögenswerte eröffnen, waren ausnahmsweise ohne den i. d. R. vorangehenden due process verabschiedet worden. 48 Stunden später hatte die EU-Kommission die Neuregelungen bereits per Verordnung in geltendes europäisches Recht umgesetzt. Das hohe Tempo dieser Rechnungslegungsänderungen lässt tief blicken. Seit die Verwerfungen auf dem US-amerikanischen Hypothekenmarkt massive Auswirkungen in der weltweiten Finanz- und Realwirtschaft zeigen, hat die Zahl der Verbesserungsvorschläge für die Rechnungslegung deutlich zugenommen. Die bisherigen Bilanzierungsregeln gelten den meisten zwar nicht als Auslöser, wohl aber als verstärkender Faktor der Finanz- und Wirtschaftskrise. Im Fokus der Diskussion stehen dabei die Bewertungsregeln für Finanzinstrumente nach IAS/IFRS. Insbesondere die Möglichkeit der Bewertung zum Fair Value stößt in Fachkreisen teils auf massive Kritik - wie sich z. B. an der "Saarbrücker Initiative gegen den Fair Value" zeigt. Gegner führen v. a. ins Feld, dass diese Bilanzierungskonzeption Willkür und mangelnde Objektivierbarkeit, fehlende Transparenz und prozyklische Verstärkungen fördere. Befürworter weisen auf die umfangreichen Offenlegungspflichten hin, die diesen Fehlentwicklungen entgegen wirken. Prior research suggests that discretionary asset write-offs are associated with economic factors and managers_ financial reporting objectives. Based on a systematic literature review, this study investigates for a comprehensive sample of US firms the determinants of goodwill write-off behavior. Regression analysis shows that write-off behavior is significantly explained by firms_ economic properties. Only in large, high-profile firms, incentives appear to be significant determinants. These findings suggest that the impairment-only approach does capture goodwill impairment at least to some extent.
