Book excerpt: Kathmandu, the capital city of Nepal and its surrounding urban agglomeration accounts for approximately one twelfth of the entire population of Nepal and continues to grow at an annual rate of 5.2 percent. The growth rate per year for the decade between 2001 and 2011 has been a staggering 63.7 percent. This rapid unplanned population growth has resulted in significant problems such as congestion, environmental pollution and severe traffic gridlock. This study evaluates the possibility of installing a Mass Transit (MT) system in Kathmandu Valley by examining the installation and implementation of Bus Rapid Transit (BRT) in other parts of the world. Using census data and GIS I specify centroids (point of origin for a trip) within the 35 wards of he city and then use population as a surrogate for potential trips to be made. With the additional use of the Gravity Model I identify the flows between centroids and the destinations of trips. The study augments the results from the Gravity Model by using satellite and aerial imagery. Aerial image interpretation helps us understand the condition of the current road and shelter infrastructure at these specific sites. Based on the results from the gravity model and additional information from other Asian cities, where travel surveys have been accomplished, a two trunk system going north-south and east-west is proposed. In conclusion the study shows where the bus system should be placed maximize the number of riders and have the greatest potential for shifting riders from private modes of transport to public mass transit.

The central question is whether domestic courts actually provide remedies to private parties who are harmed by a violation of their treaty-based rights. The analysis shows that domestic courts in eight of the twelve countries - Australia, Canada, Germany, India, the Netherlands, Poland, South Africa, and the United Kingdom - generally do enforce treaty-based rights on behalf of private parties. On the other hand, the evidence is mixed for the other four countries: China, Israel, Russia, and the United States. In China, Israel, and Russia, the trends are moving in the direction of greater judicial enforcement of treaties on behalf of private parties. The United States is the only country surveyed where the trend is moving in the opposite direction. US courts' reluctance to enforce treaty-based rights undermines efforts to develop a more cooperative global order.
