As the paper uses the two theories of neo-realism and neo-liberalism to investigate the project, it examines the pipeline from two different viewpoints. In this sense, two main perspectives are outlined, namely Nordstream as a Pan-European project and Nordstream as a dividing factor for Europe. The aim of this twofold approach is not to find the ultimate truth concerning the pipeline but rather to reveal that such a project can be viewed completely different depending on the geopolitical and historical position of the observer. Therefore, this paper does not see the Nordstream project from the lens of one theoretical approach only, but rather uses the two IR theories complementary to establish a deeper understanding of the pipeline's geopolitics.

Neo-liberalism is one of the models that was studied most deeply in terms of its positive and negative impacts on development generally and on the state role specifically. Since the 1970s neoliberal approach was widely applied in different countries around the world, including developing and developed countries with the assistance of the International Financial Institutions (IFI) that evidently advocate for neoliberalism in developing countries. Therefore, strong debates on the efficiency and validity of this approach were developed (Greig et al., 2007). This paper will discuss neoliberalism as one of the development models. It attempts to highlight the strengths and weaknesses of the neoliberal approach to development. It will start by reviewing the emergence and evolution of neoliberalism. Then, some of the strengths and weaknesses of neoliberalism will be presented. Chilean and Egyptian case studies will be briefly highlighted in order to illustrate the strengths and weaknesses of neoliberalism. Finally, the conclusion will be presented.

Grieco offers a provocative answer to a fundamental question in world politics: How does the anarchical nature of the international system inhibit the willingness of states to work together even when they share common interests? Grieco examines the capacity of two leading contemporary theories—modem political realism and the newest liberal institutionalism—to explain national responses to the non-tariff barrier codes negotiated during the Tokyo Round of international trade talks. According to his interpretation of realist theory, Grieco characterizes states as "defensive positionalists." As such, they often fail to cooperate because they fear that a joint endeavor, while producing positive gains for all participants, might also generate disparities in gains among the partners involved. Grieco demonstrates that this realist concept of defensive state positionalism gives rise to a better understanding of the systemic constraints on international collaboration and of the impact of anarchy on states than is offered by neoliberal institutionalism. Drawing on previously unreported archival materials, Grieco rigorously applies the two theories to an empirical analysis of the cooperative efforts of the United States and the European Community during the 1980s to regulate and reduce non-tariff trade barriers through the General Agreement on Tariffs and Trade.
