Book excerpt: Human rights refers to the concept of human beings as having universal rights, or status, regardless of legal jurisdiction, and likewise other localising factors, such as ethnicity and nationality. For many, the concept of "human rights" is based in religious principles. However, because a formal concept of human rights has not been universally accepted, the term has some degree of variance between its use in different local jurisdictions -- difference in both meaningful substance as well as in protocols for and styles of application. Ultimately the most general meaning of the term is one which can only apply universally, and hence the term "human rights" is often itself an appeal to such transcended principles, without basing such on existing legal concepts. The term "humanism" refers to the developing doctrine of such universally applicable values, and it is on the basic concept that human beings have innate rights, that more specific local legal concepts are often based. Within particular societies, "human rights" refers to standards of behaviour as accepted within their respective legal systems regarding 1) the well being of individuals, 2) the freedom and autonomy of individuals, and 3) the representation of the human interest in government. These rights commonly include the right to life, the right to an adequate standard of living, the prohibition of genocide, freedom from torture and other mistreatment, freedom of expression, freedom of movement, the right to self-determination, the right to education, and the right to participation in cultural and political life. These norms are based on the legal and political traditions of United Nations member states and are incorporated into international human rights instruments. This new book brings together the latest book literature centred on this crucial topic.

She argues that in many instances the efforts of Israel, Russia, and the United States in Iraq have failed to deter terrorism and suicide bombings. Bloom also considers how terrorist groups learn from one another, how they respond to counterterror tactics, the financing of terrorism, and the role of suicide attacks against the backdrop of larger ethnic and political conflicts. Dying to Kill begins with a review of the long history of terrorism, from ancient times to modernity, from the Japanese Kamikazes during World War II, to the Palestinian, Tamil, Iraqi, and Chechen terrorists of today. Bloom explores how suicide terror is used to achieve the goals of terrorist groups: to instill public fear, attract international news coverage, gain support for their cause, and create solidarity or competition between disparate terrorist organizations. She contends that it is often social and political motivations rather than inherently religious ones that inspire suicide bombers. In her chapter focusing on the increasing number of women suicide bombers and terrorists, Bloom examines Sri Lanka, where 33 percent of bombers have been women; Turkey, where the PKK used women feigning pregnancy as bombers; and the role of the Black Widows in the Chechen struggle against Moscow. The motives of individuals, whether religious or nationalist, are important but the larger question is, what external factors make it possible for suicide terrorism to flourish? With a focus on Sri Lanka, this book explores the political economy of ethnic conflict, and examines how rival political leaders are able to convince their ethnic group members to follow them into violent conflict. Specifically, it looks at how political leaders can influence and utilize changes in the level of economic liberalization in order to mobilize members of a certain ethnic group, and in the case of Sri Lanka, shows how ethnic mobilization drives can turn violent when minority ethnic groups are economically marginalized by the decisions that the majority ethnic group leaders make in order to stay in power. Taking a political economy approach to the conflict in Sri Lanka, this book is unique in its historical analysis and provides a longitudinal view of the evolution of both Tamil and Sinhalese ethnic drives.
