His market-oriented approach to parking policy is shown to be the more ambitious of two distinct challenges to the conventional supply-focused approach. The other is 'parking management'. However, off-street parking markets and their post-reform dynamics have been neglected so far in proposals to deregulate the quantity of off-street parking. The paper highlights additional barriers to the emergence of off-street parking markets and several likely problems within them. Rather than suggesting the rejection of market-oriented parking policy, these findings are taken to imply a need for a more vigorous policy effort than has so far been called for. Achieving well-functioning off-street parking markets would require efforts both to actively foster such markets and to regulate to ensure their health. Deregulation would not be enough.

Through a stated preference survey in Washington D.C., Chicago, Dallas, and Seattle metro areas, I find that people value their car at $11,197, and the majority of that value comes from owning the car, rather than from using it. The ownership value comes in part from the "option value," that the car is sitting in a parking spot, waiting to be used whenever and however the owner wishes. Parking enables this value. In the next set of results, I find that parking-related variables, like the built environment and employer-provided parking benefits, also impact car use. Though these findings point to the potential for policymakers to use parking policy to reduce car ownership and use, American cities are notorious for having an oversupply of underpriced parking. To investigate why parking policies may be underutilized, I interview and survey parking officials. I find that officials are not trying to use parking policy to reduce car ownership or to disincentivize cars. Officials face strong resistance to such policies by businesses and residents that live near to where they will be implemented. I conclude with several policy recommendations aimed at enabling policymakers to better utilize parking policy to reduce car ownership and use, including policies relating to reframed goals and metrics and shifting power to balance localized stakeholder needs better with recipients of larger scale benefits. Lastly, in order for parking policy to be truly effective in reducing car use and ownership, I recognize that land use policy and mobility system improvements must be deployed to provide truly viable non-private car alternatives that replicate the option value of car ownership

A consequence of this approach is a failure to understand the significant damage that parking causes to the destination. That damage is amplified by ‘cheap, easy’ parking at the expense of place and access outcomes. Viewing parking from an urban planning and design perspective highlights different issues and opportunities. Five perspectives are offered: Place – If we gave drivers all the parking they wanted, the destination would not be worth visiting. Politics – Parking is intensely territorial, emotional, and prone to populism, and this is a barrier to strategic and sustainable parking reform. Policy – Parking tends to be focused on the ‘me, here and now’ needs of the driver at the expense of bigger picture and longer term policy objectives. Price – Subsidized parking exists behind opaque pricing mechanisms. In contrast, a transparent accounting of costs is a vehicle for strategic parking reform. Professional practice – Parking is a significant land-use issue, located at the juncture of transport and urban planning and design. Improving urban parking outcomes requires an integrated and collaborative planning process. An alternative view of parking is timely as new technologies and economies fundamentally change everything we understand about parking. A potential paradigm shift is in the making. Rethinking Parking provides a pathway to a better parking/place balance and access to destinations worth visiting. It is valuable reading for students and professionals engaged in transport, planning, urban access, and design.
