Book excerpt: The high cost and waste of concurrent development and production have been demonstrated many times in the past. The risks associated with concurrency appear to increase when time does not permit complete and adequate testing. Major programs appear to develop a momentum of their own, where definable costs of delaying a program to complete testing override potential, but usually real and very large costs which result from inadequate or incomplete testing before going into production. In view of the time limitations on testing the F-18 weapon system before major decisions, the potential for delays in performing planned tests, and the lack of time for testing corrections to problems identified during testing, we believe the extent of concurrency may be even greater than what appears now. F-18 aircraft performance degradation has been estimated to have occurred, and this adversely affects the ability of the system to perform its mission. Also, problems with the ordnance systems to be used on the F-18 will have a further degrading effect on its ability to perform its mission.

Book excerpt: Preliminary tests indicate that the F/A-18 weapon system is superior in a number of areas to the aircraft it is to replace--the F-4, A-4, and A-7. However, until the F/A-18's deficiencies, including those in its armament systems, are resolved, its effectiveness to perform its missions is uncertain. Delays in testing and in correcting problems may be costly if significant production occurs before corrections are made, but Navy officials contend that increased costs caused by a production slowdown could exceed the costs of correcting problems after the aircraft has been produced. Contractor production difficulties and overly optimistic cost and schedule estimates are contributing to significant cost growth in the program. Program funding uncertainties are also having an adverse impact on the ability to control costs. GAO makes a number of recommendations to the Secretary of Defense, including delaying the production rate increase until performance problems are corrected and testing is completed, giving priority attention to the F/A-18's self-protection and all-weather capability, and reassessing the cost of the program and reporting it to the Congress. Book excerpt: The largest weapons development effort ever undertaken by the State of Israel, the Lavi fighter program envisioned a new generation of high-performance aircraft. Controversially, Israel Aircraft Industries intended to develop and manufacture the fighters in Israel with U.S. financial support. The sophisticated planes, developed in the mid-1980s, were unique in design and intended to make up the majority of the Israeli Air Force. Though a great deal of prestige and money was staked, developmental costs increased and doubts arose as to whether the Lavi could be the warplane it was meant to be. Eventually, the program became a microcosm for the US-Israel relationship and of Israeli society itself--a study in the ambitions, fears, and internal divisions that shaped them. The fighter never made it to operational service. Despite the passage of time since its cancelation, the Lavi remains a controversial subject within Israeli society to this day. Until now, the full breadth and significance of the Lavi story has never been told. "Lavi: Israel's Lost Winged Lion" traces the evolution of the Lavi fighter from its genesis in the 1970s to its demise in August of 1987. Painting the era's political landscape on both sides of the ocean, author John Golan examines the roles of such Israeli military icons and political leaders as Ezer Weizman, Ariel Sharon, Menachem Begin, and Yitzhak Rabin. On the American side, Golan traces the evolution of U.S. government policy towards the program, detailing a complex, nuanced picture of the U.S. foreign policy apparatus and of U.S.-Israel relations in general--from President Reagan's public endorsement of the program on the White House lawn to Defense Secretary Caspar Weinberger's unremitting attempts to cancel the program in succeeding years.
