This publication has greatly expanded upon our previous series, the Desktop Guide to Basic Contracting Terms, to include new and recent terms contract managers may encounter on the job. All terms and their definitions have been compiled from official sources or from publications by recognized experts in the field. Entries have been adapted and edited for content, consistency, and clarity of meaning. Where appropriate, contextual relevance has been provided. NCMA encourages using the Federal Acquisition Regulation (FAR), its agency supplements, the United States Code (U.S.C.), the Uniform Commercial Code (UCC), and other official sources for more detailed information. Source codes accompany the definitions. These have been listed with their corresponding source information in the Source Code List beginning on page 301). If a definition is not accompanied by a source code, it is considered original to this edition. The NCMA’s Contract Management Dictionary serves as a training tool and on-the-job reference for both new entrants into the field and more seasoned practitioners, as well as a study tool for certification examinations. Book excerpt: This thesis effort is a continuance of research to determine, through a consensus of opinion among contracting professionals, a definition for current contracting terminology. This research was first initiated by Lieutenant Commander Daniel L. Ryan, Supply Corps, United States Navy and was later accomplished by others at both the Naval Postgraduate School, Monterey, California, and at the Air Force Institute of Technology, Wright-Patterson Air Force Base, Ohio. As with the previous efforts, this thesis examined literary sources for the current definitions and usage of the chosen terms. A definition for each of twenty five terms was synthesized, incorporated in an open ended survey, and sent to contracting professionals affiliated with the National Contract Management Association. Respondent comments were analyzed, and, when appropriate, incorporated in the final, proposed definitions.

Book excerpt: This thesis continued the National Contracting Management Association (NCMA) sponsored research effort of creating a dictionary of acquisition and contracting terms. Research is currently being conducted at the Air Force Institute of Technology, Wright-Patterson AFB, Ohio, and the Naval Postgraduate School, Monterey, California. This effort focused on defining government contract types. Limited to the compensation arrangement and contract form type contracts, a literature review identified 26 contract types. Attributes for each contract type were tabulated, which led to synthesized definition. A written survey was distributed to a sample group of contracting professionals, requesting their feedback. Predetermined decision rules were applied in conjunction with the literature review and the survey to minimize the personal subjectivity of the research. Moderate consensus on the definitions was achieved after evaluating 42 surveys. Keywords: Contract management, Contract types, Dictionary, Theses. (SDW).

Follow-on work needs to be done to define other words and terms in the contracting field using the procedure established by LCDR Ryan. The purpose of the research is to establish working definitions for commonly used contracting and acquisition terms and phrases. Twenty-five terms were selected from a master list compiled by previous researchers. Contracting literature and regulations were researched to identify published definitions. The published definitions were used to develop a synthesized definition for each of the 25 terms. The synthesized definitions were submitted to contracting professionals for terms. The acceptability of proposed definitions was based upon consensus and the input from respondents was used to develop a refined definition.

Book excerpt: The purpose of this study was to synthesize definitions for 20 terms associated with contract administration. To accomplish this objective, research on dictionary and definition development was conducted. Also, literature was comparatively analyzed to synthesize definitions for each term. To validate the definitions a survey was administered to the NCMA Fellows. Respondents evaluated each definition using a Likert scale and provided written comments. Likert scale results were presented in bar chart form along with an arithmetic mean. Plus, if warranted, the respondents' suggestions were incorporated into the final definitions. As a result, finalized proposed definitions were developed and recommended for inclusion in any future dictionary of contract terminology. In conclusion the need for further research of contract terminology. In conclusion, the need for further research will continue until all unique and arbitrary words in the contract management arena have been thoroughly researched and their descriptions documented.
