Book excerpt: During the audit of the DoD Family Housing Requirements Determination, a review of the Navy's use of data to determine family housing requirements became a concern. This report discusses the Navy use of the variable housing allowance survey data to determine family housing requirements. The primary audit objective was to evaluate whether estimated housing requirements were valid and supported the need for constructing additional DoD family housing. A specific objective was to determine whether family housing requirements developed by the Naval Facilities Engineering Command were properly supported, and identified in an economical manner. We expanded our objective to include a review of the Navy's use of the variable housing allowance survey responses as it relates to the family housing requirements determination process. There were flaws in the Naval Facilities Engineering Command's use of variable housing allowance survey data for determining family housing requirements at Naval organizations. As a result, the Navy overstated the number of personnel considered as unacceptably housed by at least 25 percent. Conversion of this overstated family housing data could result in the Navy programming excessive funds for future family housing. However, after the completion of our audit field work, the Navy implemented procedures to improve the variable housing allowance survey data. Because the Navy has already implemented corrective actions, this final report contains no recommendations.

Book excerpt: "Data on Service member's housing costs are collected for four primary purposes: to determine the eligibility for basic allowance for quarters payments; to determine the eligibility for, and amount of, variable housing allowances or overseas housing allowance payments; to determine housing deficits at military installations; and to calculate the appropriate variable housing allowance ceilings for an installation. We identified 14 different data collection forms now being used by DoD and the Military Services. The information on those forms is required for the four major purposes and clearly overlaps. It is collected from Service members several times; in fact, the military spends more than 2 million manhours annually on filling out and processing forms - just for housing and allowances. We found that much of the data collected are redundant, some are unnecessary, and some are readily available from other sources collecting the same data using different methods and agents can result in inconsistent and erroneous analyses. The Finance Office should be the primary sponsor of the form and the data. DoD could realize additional savings by integrating the data collection process into a single automated system. --Stinet.

The analyses and the survey data should be of interest to policy makers and analysts concerned with military housing programs, the support of active duty families, and the role of housing benefits in the compensation package. Readers interested only in the findings of the study should focus on the first two chapters. The other chapters will be of interest to readers interested in the analytic methods and detailed results.
