In the next 30 years, additional significant changes to the fleet composition and the maintenance requirements of the fleet are likely. This report assesses possible supply and demand capabilities in the ship maintenance workload for the Navy and notes long-term challenges facing mitigation efforts.

Book excerpt: The Navy has over 150 non-nuclear surface ships that it repairs, maintains, and modernizes using privately owned shipyards. The Navy concluded in 2010 that readiness of the surface ship force was below acceptable levels. This, in addition to the concerns of leadership about cost and schedule growth, led to a revised readiness strategy and, in 2015, introduction of a new contracting strategy for ship repair, referred to as MAC-MO. House Report 114-102 accompanying the fiscal year 2016 National Defense Authorization Act included a provision for GAO to review the Navy's implementation of the MAC-MO strategy. This report assesses (1) the potential benefits of the MAC-MO contracting strategy, (2) process changes the Navy has made to address any challenges and to capitalize on anticipated benefits, and (3) how the strategy will potentially affect the Navy's ship repair industrial base. GAO analyzed the Navy's acquisition planning documentation, lessons learned, and contracts. GAO interviewed Navy officials and visited regional maintenance centers in Norfolk, Va.; San Diego, Calif.; and Mayport, Fla. GAO also interviewed previous and prospective Navy ship maintenance contractors.

Book excerpt: To achieve a more responsive and more readily deployable fleet of surface combatants, the Navy adopted the Fleet Response Plan (FRP) in 2003 to replace its traditional ship maintenance and readiness cycle. The goal of the FRP is to have non-deployed ships achieve a high level of readiness earlier and to maintain high readiness longer so that they can deploy on short notice. However, a challenge of implementing the FRP is establishing the processes and procedures, as well as a ready industrial base, to facilitate maintenance planning and execution to meet the now unpredictable FRP surge requirements and maintenance demands. By concentrating specifically on the DDG-51 class of destroyers, the authors of this report look at the effects the FRP has had thus far and determine whether maintenance resources are meeting maintenance demands and whether related industry resources have been coordinated effectively. Overall, the authors determine that the initiative appears to have promising effects but that more time will be needed to assess maintenance supply and demand apart from the increase of funding tied to military operations post-September 11, 2001.

Book excerpt: Pursuant to a legislative requirement, GAO reviewed the Navy's practice of using temporary duty assignments of naval personnel to perform ship maintenance and repair work at homeports without nearby naval shipyard capability, focusing on the: (1) rationale supporting the Navy's practice; (2) cost-effectiveness of these assignments; and (3) factors affecting future requirements for the practice. GAO noted that: (1) the Navy's rationale for temporary duty assignments is twofold; (2) such assignments are required to perform work at locations where no local public or private shipyards have the required depot-level maintenance capability; (3) most temporary duty assignments are for this reason; (4) the Navy performs work at such locations to comply with its policy to perform ship repairs of six months or less at the ship's homeport and when it is not practical to bring ships to the shipyard; (5) the Navy believes that using temporarily excess naval shipyard workers on temporary duty assignment is cost-effective, even when there is local private-sector capability because these workers will be needed in the future to perform ship repair work; (6) the Navy's rationale for sending temporarily excess naval shipyard personnel on temporary duty assignments appears reasonable from a cost and operational standpoint; (7) however, in some cases, other approaches may be more cost-effective; (8) the Navy is currently retaining some temporarily excess shipyard personnel to ensure that it can handle the planned refuelings of nuclear attack submarines for fiscal year (FY) 1999 and beyond; (9) retaining the personnel for these purposes appears reasonable, since the Navy has a need for the personnel; (10) it is following the same practice to perform nuclear ship repair work at San Diego because local private shipyards do not have nuclear capability; (11) however, other approaches, such as making greater use of the private sector, may warrant consideration; (12) possible changes to future ship repair workloads could affect the requirement for future temporary duty assignments and retention of current naval shipyard personnel levels; (13) for example, the Navy has cancelled 17 planned nuclear attack submarine refuelings since FY 1993; (14) further reductions in the number of planned refuelings would substantially decrease the on-site workloads planned for three naval shipyards, especially Portsmouth; (15) a proposal to homeport three nuclear aircraft carriers in San Diego, California, which does not have a local naval shipyard, could substantially increase temporary duty assignments; and (16) other factors that could affect the amount of future temporary duty assignments include: (a) further reductions in the number of Navy ships; (b) full implementation of the Navy's Regional Maintenance Program; and (c) a new round of base closures.

These challenges affect every account, including those associated with surface ship maintenance and operations. At the same time, there has been widespread concern that surface ship materiel readiness is declining due to a high pace of operations and a sense that there have been many instances of deferred maintenance. The need to balance fiscal reality and a continued need for ready ships is likely to be an ongoing challenge. At the request of the Assessment Division of the Office of the Chief of Naval Operations, this report: (1) determines the impact on long-term fleet readiness, Operational Availability (Ao), and Expected Service Life (ESL) caused by near-term reductions in Operations and Maintenance (O&M) accounts; (2) recommends potential strategies to minimize negative impacts to Ao and ESL and maintain the largest, most capable fleet possible; (3) develops a maintenance requirement concept, per ship class, that supports ESL, but allows for some risk within the maintenance strategy; and (4) defines the risks to Ao and ESL resulting from the new requirement. The methodology could be applicable to multiple ship classes.

Available in PDF, EPUB and Kindle. Book excerpt: Officials of private shipyards and ship repair companies in the Norfolk, Virginia, area have expressed concern about the Department of the Navy's declining ship maintenance workload in recent years. As you requested, we are providing information on the Navy's policies and procedures for allocating ship maintenance work to the Norfolk Naval Shipyard and private ship repair companies in the Norfolk, Virginia, area and data regarding funding obligated to the public and private sectors. Specifically, this report discusses (1) the Navy's policies and procedures for allocating ship maintenance work to public and private facilities in the Norfolk area, (2) ship maintenance and modernization funding obligated to the Norfolk Naval Shipyard and private ship repair companies during fiscal years 1994 through 1998, and (3) the extent the Atlantic Fleet's ship maintenance program has been affected by the movement of funds out of the ship depot maintenance program since fiscal year 1994. Maintenance on nuclear-powered ships is referred to as nuclear ship maintenance, while maintenance on non-nuclear powered ships is referred to as conventional ship maintenance. Our scope and methodology are described in appendix I.

Book excerpt: During fiscal years 2015 through 2020, the Navy spent an average of $2.1 billion per year performing high priority maintenance on submarines, surface ships, and aircraft carriers. The Navy’s ships’ crews and shore-based maintenance providers, located at homeports throughout the world, generally performed this maintenance—referred to by GAO as “intermediate maintenance periods”— to prepare the ships to get underway to execute their next missions. GAO evaluated the extent to which the Navy (1) collected and used data regarding the performance of intermediate maintenance periods for submarines, surface ships, and aircraft carriers during fiscal years 2015 through 2020, and (2) has addressed challenges affecting the performance of intermediate maintenance periods. GAO is making four recommendations to the Navy, including to establish and implement procedures to collect and analyze reliable maintenance data; share best practices and lessons learned; and include the performance of intermediate maintenance periods in strategic planning efforts.
