Book excerpt: The Navy has reported that more than $8.5 billion of Navy resources was applied in fiscal year 1996 to maintenance programs in support of fleet ships and aircraft. Each type of plafform, -surface ships, submarines, aircraft carriers, and aircraft-has a separate maintenance infrastructure. Maintenance is done at three different levels organizational, intermediate, and depot depending on the nature and complexity of the work required. Orgahizational maintenance is done by military personnel on board ships or at aircraft squadrons. While at sea, intermediate maintenance on large ships such as aircraft carriers and tenders is done by military personnel; ashore, intermediate maintenance is done by military and civilian personnel at submarine refit facilities and aircraft and shore intermediate maintenance activities. Depot-level maintenance is done mostly by civilian personnel at aviation depots and shipyards. In 1996, the Navy had over 21,000 military and 42,000 civilians participating in maintenance activities at the intermediate and depot levels. In addition, the Navy has reported that up to 40 percent of depot-level maintenance is outsourced to private companies.

The Navy concluded in 2010 that readiness of the surface ship force was below acceptable levels. This, in addition to the concerns of leadership about cost and schedule growth, led to a revised readiness strategy and, in 2015, introduction of a new contracting strategy for ship repair, referred to as MAC-MO. House Report 114-102 accompanying the fiscal year 2016 National Defense Authorization Act included a provision for GAO to review the Navy's implementation of the MAC-MO strategy. This report assesses (1) the potential benefits of the MAC-MO contracting strategy, (2) process changes the Navy has made to address any challenges and to capitalize on anticipated benefits, and (3) how the strategy will potentially affect the Navy's ship repair industrial base. GAO analyzed the Navy's acquisition planning documentation, lessons learned, and contracts. GAO interviewed Navy officials and visited regional maintenance centers in Norfolk, Va.; San Diego, Calif.; and Mayport, Fla. GAO also interviewed previous and prospective Navy ship maintenance contractors.

At the same time, there has been widespread concern that surface ship materiel readiness is declining due to a high pace of operations and a sense that there have been many instances of deferred maintenance. The need to balance fiscal reality and a continued need for ready ships is likely to be an ongoing challenge. At the request of the Assessment Division of the Office of the Chief of Naval Operations, this report: (1) determines the impact on long-term fleet readiness, Operational Availability (Ao), and Expected Service Life (ESL) caused by near-term reductions in Operations and Maintenance (O&M) accounts; (2) recommends potential strategies to minimize negative impacts to Ao and ESL and maintain the largest, most capable fleet possible; (3) develops a maintenance requirement concept, per ship class, that supports ESL, but allows for some risk within the maintenance strategy; and (4) defines the risks to Ao and ESL resulting from the new requirement. The methodology could be applicable to multiple ship classes.

The new approach, called MAC-MO, generally uses firm-fixed- price contract delivery orders for individual ship availabilities competed among pre-qualified contractors at Navy regional maintenance centers. This report (1) examines outcomes under the strategy; (2) evaluates actions the Navy has taken related to recent lessons learned; and (3) describes contractors’ considerations when planning for hiring and facilities. GAO recommends that the Navy establish an analysis plan for the evaluation of the pilot program.

Book excerpt: An important step in the Navy's Regional Maintenance Program is the consolidation of Pearl Harbor Naval Shipyard and the Naval Intermediate Maintenance Facility to improve maintenance operations. Final approval to continue operation as a consolidated organization is scheduled for FY 2000. To gain approval, the Navy must demonstrate to the Office of the Secretary of Defense (OSD) and the Congress that the consolidation has been successful in improving maintenance operations. This thesis evaluated five metrics proposed by the Naval Sea Systems Command (NAVSEA) and the Naval Audit Service (NAS) to measure performance of the consolidation. The process of developing a strategic plan and a performance measurement system (PMS) was explained. The "Balanced Scorecard" framework was used to present the five metrics in a comprehensive PMS. The five proposed metrics, "cost per unit of output", "quality", "production efficiency and resource utilization", "CSMP backlog", and "schedule adherence", were evaluated as useful measures of performance. Ten additional metrics were developed that provide managers further evaluation tools to measure improvements in maintenance operations. Of the ten, only "total asset turnover", the "days worked ratio", and "revenue/cost per employee", are recommended for inclusion with the original five metrics for OSD and Congressional review.
