Book excerpt: The Congress directed the Secretary of Defense to provide two studies on the future fleet architectures by January 2005. One study was to be conducted by one of the Federally Funded Research and Development Centers (FFRDCs), and the other by the Office of Force Transformation (OFT) within the Office of the Secretary of Defense (OSD). The two studies were to be conducted independently and to be cognizant of projected and programmed naval platforms, but not to be constrained by them. The Center for Naval Analyses (CNA) was selected to conduct the FFRDC study. To assist in the OFT study, the sponsor requested several organizations, including the Institute for Defense Analyses (IDA), to provide inputs. After receiving and deliberating on these inputs, the OFT produced a report in January 2005 for the Congress. This IDA document, written as a stand-alone report, served as one input to the OFT report. Some of the OFT report findings are drawn from analyses described in this document. Nonetheless, the results found here represent the views of IDA and not necessarily those of the OFT.

Future demands on Navy warships, such as new or changing missions and capabilities, are unknowns at the time of the ship's design. Therefore, ships often require costly engineering changes throughout their service life. These are expensive both fiscally - because the Navy pays for engineering and installation work - and operationally - because either a warship cannot carry out a desired mission need or is carrying out a mission for which it was not initially designed. One method of addressing uncertainty in capital assets is by imbedding flexibilities in their architecture. The thesis offers early stage design suggestions on flexibilities for naval platforms to incorporate pre-planned repeats of the platform with new or different missions. A conceptual platform created - the SCAMP - includes each of these suggestions in its architecture. Then, the thesis uses an analysis framework similar to real options to evaluate the value of including these expansion options in early stage design versus traditional design methods and their products. The analysis uses a version of the MIT Cost Model for early stage ship design to determine acquisition and life cycle costs. The model was modified to support this analysis by allowing a simulation of possible mission changes with their severity distributed stochastically over a realistic time horizon. Subsequently, the model calculates these effects on life cycle cost. The most important result is the value of the framework for evaluating these managerial options. This framework can be extended to the subsystem level or to the system-of-systems level. In this application, the model predicts that, on average, a flexible platform should not only cost less to build, but also reduce modernization costs by 9% per ship over its life cycle. Therefore, counterintuitively, building a less-capable ship with the flexibility to expand capabilities or switch missions actually provides greater expected utility during its service life.

Book excerpt: The United States Navy owns four salvage ships and four towing ships that will reach the end of their 40-year life expectancy in 2019. The program manager for these vessels has a set of desirable performance requirements for a new ship class, T-ARS(X), which combines the capabilities from both the salvage and towing ship classes. The need to develop a recapitalization strategy based on either designing a new ship class based on these desirable requirements or purchasing commercial capabilities based on the salvage and towing community's needs is paramount. Meanwhile, the Department of Defense (DoD) has shifted defense planning from the specific service requirements generating system (RGS) acquisition to the Joint Capabilities Integration and Development System (JCIDS) approach that focuses on requirements generation based on customer need. This thesis explores how to use systems architecting principles in the context of model-based systems engineering (MBSE) to incorporate the capabilities needed for towing and salvage recapitalization into a cohesive framework for developing the T-ARS(X) requirement specification. The CORE design tool is used to implement the MBSE architecting process using the Naval Architecture Elements Reference Guide (NAERG) and standardized operational tasks to create DODAF v1.5 products from system models. The requirements generated from the architecture model are compared with the current, combined towing and salvage-capable commercial platforms for analysis. Based on the methodology presented, the towing and salvage community now has the basis to perform a capabilities-based analysis of alternatives (AoA) for the T-ARS(X) recapitalization.
